Global
Dimming?!? In the second half of the 20th century, the world
became, quite literally, a darker place.
Defying expectation and easy explanation, hundreds of instruments
around the world recorded a drop in sunshine reaching the surface of
Earth, as much as 10 percent from the late 1950's to the early 90's,
or 2 percent to 3 percent a decade.
Has anyone been following
this? Heat I might do without for a while, but I've
grown very fond of light.

Suddenly, Cingular-AT&T Wireless Merger
To Get More Scrutiny
07/15/2004 05:09 AMEver since the rumors began about big mobile carriers merging, it's
been generally expected that any such merger wouldn't run into any
sort of regulatory problems. After Cingular
won the
war for AT&T Wireless, most people expected that they wouldn't
have much of a problem getting through the anti-trust review.
However, it sounds like a few folks in the Justice Department have
suddenly woken up and realized that maybe,
just maybe,
they should check this one out a bit more carefully. Apparently,
the claim is that they want to make sure they have all their bases
covered, since it's likely that this deal will set a precedent for
future mobile mergers (which are still somewhat expected). Oddly,
they also claim that the sudden concern is due to the realization that
AT&T Wireless is the last major mobile phone carrier not backed by a
Bell company. Apparently, someone forgot to include T-Mobile and
Nextel in the discussion. T-Mobile is backed by Deutsche Telekom, but
it's certainly not an American Bell company. Still, the Justice
Department is suddenly worried that the Bells will absolutely dominate
the mobile phone business (weren't they doing so already?) and keep
out all kinds of competition. Again, this seems fairly easy to
disprove (T-Mobile, Nextel...), but if they really feel the need for a
little extra scrutiny, then let them have at it.

Turning WIPO into a real UN agency:
bl0gging from the sausage factory
Turning WIPO into a real UN agency:
bl0gging from the sausage factory
04/14/2005 12:47 PMCory Doctorow:
This week sees the long-overdue meeting on the "Development Agenda" at
the UN's World Intellectual Property Organization (WIPO), in which
WIPO is meant to be redesigned to promote the UN's humanitarian
objectives, instead of just ratcheting up more copyright, patent and
trademark around the world, no matter what the consequence for
development in the world's poorest country.
Two of my cow-orkers from EFF and several other colleagues are
attending the meeting, and they're taking copious notes on the
proceedings, blogging in near-real time as the deliberations unfold.
WIPO's deliberations have been secret the only public accounts
available have traditionally been sanitized versions that hide all the
buried bodies. The presence of blogging public interest groups is
having a marked effect on the proceedings; the last time I was there
participating in this, the WIPO delegates were getting phone calls
from their capitals in the afternoon about the stuff we'd reported on
them saying in the morning. This real-time reporting creates new
levels of transparency and accountability at WIPO, something that the
apparatchiks there detest -- a representative from the Secretariat
called it an "abuse of hospitality" for civil society groups to tell
the world exactly what they're getting up to in Geneva.
The account of today's meeting is really engrossing. A group of over a
dozen poor nations (the "Friends of Development") have presented a
long, substantive proposal about how to reform IP in poor nations to
encourage development. The US and other rich countries have come back
with the ridiculous proposal that the way to help developing nations
is to assign them with "buddies" from the developed world who will
lend assistance in writing American-style copyright and patent laws in
poor countries where they can barely afford to feed and shelter their
citizens.
The developing nations are aggressively calling bullshit on this:
We would like to refer to other proposals referred to in the meeting.
They show the commitment of good will to establish a proper
development agenda at WIPO. Three proposals have one common element --
to limit the scope of the DA to technical assistance. Our delegation,
of course, rejects this strategy. Our own proposal is concrete, and
has specific policy actions.
Our paper presents concrete ways to achieve DA goals. We encourage
Member States to make proposals based on the other elements of the
Development Agenda.
On the US proposal, we observe that the premise that the partnership
would be based from the GFoD perspective, the US focuses on
strengthening IPRs. We do NOT share the views expressed in this
document. Technical assistance should be tailor-made, appropriate to
development needs.
The development dimension is not exhausted in the element contained in
the US proposal.

Cingular, Sprint PCS, Verizon in
cellular data arms race
06/22/2004 05:30 PMCingular Wireless and Sprint PCS announced plans today to deploy
high-speed cellular networks over the next two years, setting the
stage for a multibillion-dollar high-speed data arms race with Verizon
Wireless.
Another Billion into Networks, as Sprint

Too
Another Billion into Networks, as Sprint
PCS Heads for 3G; Cingular Makes Plans,
Too
06/22/2004 10:34 AMSprint PCS joins the third-generation cellular rush in the U.S. by
committing a billion dollars to building a 1xEV-DO network: The
company had previously signaled its interest in waiting and then
deploying an EVDV (data/voice) network that might have had higher
download speeds and integrated voice into the same 3G footprint. Now
they say that some markets will have their brand of service year's end
with many more in 2005. Cingular, meanwhile said today that UMTS could
appear as soon as next year. Cingular had recently expressed doubts
that with the current available spectrum they could deploy 3G data
networks before 2006. Now, they plan a trial of two kinds of UTMS: one
operates at 384 Kbps (unclear if this is the rated speed or the
typical speed), and another at up to 14.4 Mbps. That's megabits per
second. Trials will start in Atlanta this summer, and extend in 2005
to the rest of the country. AT&T Wireless, which Cingular is in
the middle of acquiring, has reiterated its plans in the last few
months to try UMTS's W-CDMA flavor in a few cities by the end of 2004.
T-Mobile's plans are obscure, but EDGE (2.5G/100 Kbps) should be on
its way. Nextel will most likely pursue a private cell data plan with
higher speeds but that use none of the popular flavors. Suddenly, some
towns with no-better-than-modem wireless speeds could have four
competing cellular data networks with 100 to 400 Kbps average download
speeds. (All of these flavors ostensibly have restricted uploads of
about 50 Kbps, however.) Expect price competition. At $80 per month
flat for Verizon Wireless's high-speed network, the race to the bottom
will start in earnest. Verizon Wireless will still likely have a leg
up by offering service first in most competitive cities....

08/13/2004 05:53 PMCNet remarks on a study that pokes a little fun at the numerous
MS-funded studies that suggest that Windows has a lower TCO, while Linux silently but surely gives you cancer. The study suggests
that Windows also has a lower T0t4l c05t 0f 0wnz0rship, the cost a
cracker has to pay in order to t0t4lly 0wnz0r your box.
Based on their tentative data, Immunity's researchers
found that their average time to find a flaw in the Red Hat-sponsored
Fedora Core 2 distribution of Linux was about six days--twice as long
on average as it took to find previously unknown Windows
vulnerabilities. Several factors affect that time, including better
tools for finding flaws in Windows systems, better kernel-level
defenses in Linux, and more known points in Windows to execute attack
code, the researchers noted.
Six days is still a scary-low number when you think about it. The
CNet article also doesn't mention the severity of the
exploits.
