policy for something I'm writing? I'm having trouble finding a site on
the Web that talks about this at a sufficient level of ignorance. I
understand that by 2005, 95% of cell phones in the US need to be able
to broadcast their location with an accuracy of 50-150m. This is part
of the FCC's e911 ("Enhanced 911") act. Here's what I don't
understand: 1. The wireless carriers are required to track that
information only if you make a 911 call. But will my cell phone be

enables roaming between Wi-Fi and cellular networks, named vendors
that it says infringe on the patent: The company said that that patent
would have major implications on the way Ericsson, Motorola, and Nokia
do business. The press release also said that companies that don't
want to license the technology right now but plan eventually to make
devices that roam between networks will have to obtain rights from
Calypso but doesn't explain why that's so. I've asked leaders of a few
companies such as Radioframe and Bridgeport--both are working on
roaming between cellular and Wi-Fi networks--for their take on the
Calypso patent and neither was interested in commenting. I had a
similar experience when looking for comment on the patent for redirect
that Nomadix received recently. However, this story quotes the CTO of
Birdstep as saying that its technology, which enables roaming between
the networks, doesn't interfere with the Calypso patent. Perhaps that
means that companies may be able to get around having to license from
Calypso. On a side note, parts of Calypso's Web site are pretty
amusing. On the company history page, I found this statement: "Calypso
stunned the telecommunication industry when it introduced the world's
first and only mobile video phone…" That's interesting as I'm not sure
I recall that happening nor have I heard of any operator selling the
product. I wouldn't call that "stunning" the industry....

collecting for E911 service (so police have the ability to locate
mobile phone callers), was instead put into
"dry
cleaning bills, ballpoint pens, travel, car leases, grounds
maintenance for precincts and winter boots." In response to this
revelation, a bill was introduced in Congress to
give more
money to governments that don't divert the funds. You read that
right, the plan to save the system was to
give more money to
governments that actually do what they're supposed to - rather than
throwing away money on other things. So, is it really any surprise to
find out now that a new study shows that 50% of all 911 emergency call
centers
won't be ready in time for the deadline? Apparently, they
need more money. Perhaps if they hadn't squandered the money
specifically earmarked for this purpose there wouldn't be a problem.
It sounds like many of the call centers haven't even started the
process of getting ready, despite knowing about the deadline for many
years. The wireless carriers have fulfilled their end of the bargain
and should all be ready when the December 31, 2005 deadline hits.
It's just the local governments that have been ignoring the mandate in
favor of spending money elsewhere. In the meantime, don't be
surprised if the E911 fees on your mobile phone bill go up as the
local governments need to make back all the money that went into those
boots and ballpoint pens. Hope those new boots are comfy and the
ballpoint pens write smoothly.

06/17/2004 05:16 AMThere's been an ongoing struggle to get the various wireless carriers
to offer E911 functionality, so that police can quickly determine the
location of a caller. However, a glitch in the way Verizon Wireless
set up their E911 system means that
some callers
may experience a series of two second delays when calling 911 as
the phone tries to pinpoint the callers location. As you might
imagine, a two second delay on an emergency call can be quite a lot.
The problem is unlikely to happen in most situations - only in cases
where it's difficult for the GPS to get a read on the location.
However, that probably isn't too comforting to the few people it will
impact. Verizon is working to fix the problem. Sprint is quoted as
saying they fixed this same problem last year, so it's obviously not a
new issue. This seems like the type of issue you would try to solve
as early as possible.
