US gov't secrecy wastes money, erodes
security, and locks up nonsensitive info
08/27/2004 01:45 PM
Cory Doctorow: The OpenTheGovernment.org report on US government secrecy has just been published, and boy are its conclusions harsh: the US government is $6.5 billion/year keeping stuff secret (not counting the CIA budget, which is another secret), 90% of those documents don't contain anything particularily secret, and the result is that government agenciies and the public have their effective operations hamstrung because critical parts of the information needed to get by have been classified.
Compounding the problems is the fact that the government can't seem to let go of secrets that just aren't valuable any more. It took the CIA 20 years to declassify the fact that Augusto Pinochet, Chile's dictator, had a taste for distilled wine. Overall CIA budgets from decades back are still kept under wraps. And the pace of declassification has slowed since 9/11: 43 million pages in fiscal year 2003, as opposed to 100 million in 2001, according to the ISOO. Not surprisingly, the amount of money spent on releasing information has also slipped, from $231 million in 2001 to $54 million last year.

At the same time, the public thirst for government information seems to have risen. More than 3.2 million requests for federal documents were made under the Freedom of Information Act last year. That's about 1 million more than in 2001.

The cost of keeping secrets, according to OpenTheGovernment coordinator Rick Blum, comes largely from maintaining the patchwork of databases and networks that hold the government's sensitive information. Physical security of classified information has also been a major cost -- and a major concern. The repeated misplacement of secret disks at Los Alamos National Laboratory has shut down the nuclear weapons center for the last six weeks. That means a big chunk of the lab's annual budget of $2.2 billion has been devoted to the security lapses, so far. Those figures weren't included in the OpenTheGovernment report card.

A Think Tank For Chief Security
Officers?
11/13/2003 03:59 PM
Earlier this year, folks were surprised to learn that former Microsoft Chief Security Officer Howard Schmidt only lasted a few months as the White House IT security advisor. Now, he's moved on and created the Global Council of Chief Security Officers as a sort of "think tank for chief security officers". At first, this sounds like a publicity stunt designed to drum up business for consulting purposes, but you have to admit he's put together a fairly impressive list of participants, including Whit Diffie and Vint Cerf.

Is The Contact Info You Provide Someone
Public Or Private Info?

Is The Contact Info You Provide Someone
Public Or Private Info?
02/10/2004 05:32 PM
I've complained in the past about the annoyanc e of Plaxo spam. Lately, the more I've been thinking about Plaxo, the more it annoys me. Though I've never had anything to do with the company, and have never responded to a single spam, they now have a database with my contact info that others gave it. Bambi Francisco over at CBS Marketwatch has noticed the same thing with Spoke Software, which she finds disconcerting. However, I'm wondering about the bigger legal issues: is the personal info you've given to individuals for business or personal reasons shareable? Some say that all Spoke is doing is collecting public information. However, if the info was given to an individual, is there a reasonable expectation that the information is not public at all, but for private use only? I'm not sure what the answer is, but I wonder how long until there's a lawsuit around this issue. Personally, like so many other things, I don't think it's something you can get "back in the box," but these systems do reveal to me who is freely giving away personal information about me, which could make me less willing to do business with them in the future.
