This one's for the well fed boys in red deliberating in their multi-million dollar hotel who amongst themselves will be the next infallible man entrusted to dispense admonishments for condom use, to ensure that the role of women stays firmly in the middle ages and to condemn poverty everywhere except Vatican City. Those who think the last pope was so great likely cannot read latin or ever bothered to read his encyclicals. It's a sad time in the world where not starting a war and offering weak words of peace makes you a great pope. Popes used to have armies and kill the dirty unbelievers, but now all they do is ride around in the popemobile and have world leaders over for dinner now and then. The retirement plan sucks, too.

The New York Post reported Wednesday that Apple and fast food giant McDonald's Corp. will team up to give away up to 1 billion songs through the iTunes Music Store in an as-yet unannounced marketing campaign. "Both Pepsi and McDonald's are paying Apple's retail price of 99 cents per song, sources say," wrote the Post's Tim Arango. "And McDonald's has arranged to buy up to a billion songs to meet customer demand."

At the height of the bubble years, it seemed like every other venture capitalist was raising a billion dollar (or more!) fund so that they, too, could feed cash into the IPO generating system of Silicon Valley. However, after the bubble collapsed, and VCs realized that they couldn't find enough places to put their money to get a reasonable return (long term investing be damned), they ended up giving billions back to limited partners who weren't too thrilled with their venture investing buddies. However, the big institutional investors simply don't know what else to do with the money they have earmarked for high risk investments, so when the VCs (the same ones who did nothing with their money) come back again on their usual fund raising trips, the institutional investors open up their wallets. Thus, it's no surprise to hear that, now that the tech world is heating up again, NEA is the first VC firm in years to raise a new billion dollar fund. They won't be the last, however. Expect many of the big name funds to start announcing similar funds in the relatively near future.

Last week, we noted some of the probl ems the Federal Technology Service was having getting their very expensive computer system to actually work (it had something to do with not actually training people to use it) that was causing all sorts of delays and problems (including crying employees). Not surprisingly, this isn't the only example of completely wasteful spending on large computing systems from government agencies. The Department of Veterans Affairs has now announced plans to ditch their $472 million computer system that was designed to be used in VA hospitals across the country. Luckily, it appears that they have not yet spent all of that money, as this particular installment was just a test at one location in Florida. Now, however, the hospital is switching back to their old computer system. Problems with the system meant a shortage of surgical supplies and delayed operations (ouch). Once again, a lack of real training seems to be part of the problem. Even worse, there are reports that BearingPoint, who build the system received an extra $200,000 for finishing the project "on time." Of course, in order to finish it on time, they skipped that whole pesky training part. Just one example of poorly designed "incentives" for projects.

Business Week latest cover story is a report on the wonders of unlicensed spectrum for wireless technologies. They give a pretty good overview of the rise of unlicensed spectrum, and talk about the technologies trying to follow in WiFi's footsteps: WiMax, Mobile-Fi, ZigBee and UWB. None of this will be new if you follow the space, but it should be useful for those trying to understand all these different wireless standards coming along. The article does mention the increasing battle with licensed spectrum and how cellular carriers hope to take on the wide-area technologies with their 3G offerings, though it doesn't go into that much detail. Sidebars with the article include a discussion on more local area wireless technologies like WiFi and ZigBee allow for going well beyond just having a computer connect to a network, and more into true machine to machine communications, which may seem a lot less interesting to most people, but which could be the most powerful aspect of the next generation of wireless technologies. They also include an interview with Sean Moloney at Intel talking about how critical WiMax is to their business, which shouldn't surprise anyone considering just how hard they've been pushing it. He takes the opportunity, as always, to criticize people who think 3G will be the wireless data solution of the future, ensuring that we're going to have plenty of pointless 3G vs. WiMax stories over the next few months.

The FCC today may propose to open up spectrum between television channels 2 and 51 for unlicensed users: The television broadcasters are likely to put up a fight on this one so it's not clear if a ruling will be made opening up the spectrum. An FCC chief suggests that TV broadcasters could use the spectrum to send TV signals to laptops where consumers can have an interactive experience. It's more likely that the spectrum would be primarily used for wireless Internet access. Despite the protestations of the TV broadcasters, it would be nice if this spectrum were opened up. More available spectrum will only help fortify the broadband wireless space which is just beginning to attract significant interest....

The site focuses on the benefits of reallocating low-frequency wireless capacity from broadcasting to unlicensed applications, both here and around the world. There is a huge amount of capacity which could be used for two-way applications like broadband to the home, but which is locked up in broadcast allocations based on 1950s technology. Freeing up that capacity could create massive opportunities for innovation, and could dramatically lower the costs of wireless connectivity in developing countries.

Four admirable spectrum licensing wonks have started an advocacy site on low-frequency unlicensed wireless: Kevin Werbach, Andrew Odlyzko, David Isenberg, and Clay Shirky are a combined powerhouse of intellectual might and regulatory expertise. Their site promotes the notion of unshackling spectrum from outdated technical notions that restrict innovation. The FCC has become more and more amenable to these ideas, as it toys with rulemaking vastly different than anything that's come before. The site is funded by Microsoft. I had some back and forth with Werbach about what that means, and he has clarified the issue on their About page. Microsoft is funding their time to devote to the issue, but the editorial voice is independent. I know all of these gentlemen except Odlyzko, and can vouch that you wouldn't see the door hit their backside if there were a conflict of interest or an attempt to change their statements....

Alvarion VP says that the company's new platform is ready for WiMax, backed by their promise to upgrade it: A few weeks ago, I wrote about Alvarion's BreezeMax platform and took the company to task for not spelling out precisely what they were promising customers when saying that BreezeMax was their WiMax platform. WiMax hasn't reached a final certification stage yet for equipment that complies to IEEE 802.16a: broadband wireless point-to-point service in the 2 GHz to 11 GHz range for licensed and unlicensed bands. That certification standard might not be ready until 2005; likewise, chips designed for it could be that far ahead, too. I wrote in May that Alvarion should have said We're not selling WiMax equipment, but something we believe we be so close to it that only firmware upgrades are required. I also wrote, Interestingly, while they say futureproofed on one page, they don't mention whether purchasers would receive free hardware upgrades if the WiMax standard as deployed is too different to allow firmware changes to this equipment. Alvarion wanted to clarify what they meant, and I spoke today with Carlton O'Neal, the vice president of marketing for the company. I asked O'Neal if Alvarion is guaranteeing its customers--as a few other firms have apparently done in a limited way--that BreezeMax would be a zero-cost WiMax upgrade when the final standard was available. He said it would. O'Neal said that the company had built the platform to allow software upgrades, firmware upgrades, and hardware upgrades. They believe that with the current state of the WiMax standard they can entirely rely on software and firmware to handle full WiMax certification: "Our hope, our plan, is that it's software and firmware," he said. Their last resort would be hardware, but "we're prepared to do that." Alvarion has been developing the BreezeMax system for three years, and decided that given the state of WiMax and their own readiness, they needed to bring the carrier-grade equipment into the marketplace with a commitment to make this their flagship WiMax platform even though the standard is still under development. What they deploy today works, and some of their customers may choose to stick with it far past when interoperable WiMax hardware and their own upgrades are available. Alvarion will eventually rely on chips built by Intel to power their WiMax gear, and Intel's circuits aren't due until 2005 at this point. But...

The FCC says landlords, associations can't regulate Part 15 use: The FCC's Office of Engineering and Technology says that the function of regulating and coordinating frequency use is reserved to the FCC itself. It's a clear refutation of mall owners, airports, and condominium associations to limit use of Wi-Fi and other wireless technologies. (Document as Word, PDF, Text.) The report says in part, the FCC has exclusive authority to resolve matters involving radio frequency interference [RFI] when unlicensed devices are being used, regardless of venue. We also affirm that the rights that consumers have under our rules to install and operate customer antennas one meter or less in size apply to the operation of unlicensed equipment, such as Wi-Fi access points - just as they do to the use of equipment in connection with fixed wireless services licensed by the FCC. And it's hard to put their conclusion any better than they themselves: The rules prohibit homeowner associations, landlords, state and local governments, or any other third parties from placing restrictions that impair a customer antenna user's ability to install, maintain, or use such customer antennas transmitting and/or receiving commercial nonbroadcast communications signals when the antenna is located "on property within the exclusive use or control" of the user where the user has a "direct or indirect ownership or leasehold interest in the property, except under certain exceptions for safety and historic preservation." The topic of open spectrum certainly isn't new. However, it's suddenly getting a lot more attention. Yesterday, the Economist had a nice backgrounder on the debate (though, they screwed up a few facts), and today Clay Shirky has written up a long piece in defense of opening up more spectrum. Opening up more spectrum, especially a lot of the valuable spectrum the broadcasters are hoarding, would be a huge deal, and could be very helpful for a variety of industries and the overall economy. However, as I pointed out yesterday, it's not quite that easy. While it's clear that those who benefit from a world where spectrum is scarce are over-playing the fear of more unlicensed spectrum, interference still is a problem. Shirky cites one test that showed where interference wasn't a problem, but to use that one story to suggest there are no interference problems denies what plenty of folks in the wireless industry see every day. He also uses WiFi as an example that interference isn't a problem -- which is news to anyone who has ever discovered just how much a problem interference can be on a WiFi system (I had to return a cordless phone that disconnected my home WiFi every time I took a call). I'm all for freeing up more spectrum, but the wireless industry needs to do a better job showing how they will deal with the interference issues, and proving that it really won't be a problem. Let them come up with real solutions to the interference problems people see every day, and then, absolutely, let's free up more spectrum.
