05/17/2004 06:11 AMColin Powell appeared on Meet the Press this weekend, and his
appearance was marred by his press secretary moving the camera and
attempting to end the interview early when Russert, the interviewer,
started to ask a hardball question about the fictional Nigerian
yellow-cake uranium that Powell used as an excuse to go to war in
Iraq.
Most noteworthy about this event was that Powell, rebuked the
press-secretary on air, demanded that the camera be trained on him
again, and then answered the question, describing the intelligence
he'd received as "deliberately misleading."
Lisa Rein's got the video up -- highly recommended.
EMILY MILLER, STATE DEPARTMENT PRESS AIDE: You're off.
SECRETARY POWELL: I am not off.
EMILY MILLER, PRESS AIDE: No. They can't use it, they're editing it.
SECRETARY POWELL: He's still asking the questions.
EMILY MILLER, PRESS AIDE: He was not ...
SECRETARY POWELL: Tim, I am sorry I lost you.
MR. RUSSERT: I am right here Mr. Secretary. I would hope they would
put you back on camera. I don't know who did that.
EMILY MILLER, PRESS AIDE: He was going to go for another five
minutes.
SECRETARY POWELL: We've really scre...
MR. RUSSERT: I think that was one of your staff Mr. Secretary. I
don't think that's appropriate.
SECRETARY POWELL: Emily, get out of the way. Bring the camera back
please. (Camera returns to the interview subject) I think we're back
on Tim, go ahead with your last question.

ck options rules issued. Accounting rule makers handed down
long-awaited final guidelines Thursday that will force companies to
deduct the value of billions of dollars of employee stock options from
reported profits starting in mid-2005. The change, which is intended
to give investors a more accurate picture of companies' compensation
costs, is expected to reshape how workers are paid in Silicon Valley
and the technology industry.
The tech industry and
its backers are spinning this as a disaster, as if telling
shareholders what's actually going on with their money is wrong.
In a recent column I wrote:
"The tech industry invites
ridicule when it complains that expensing options would create
misleading financial statements. Yet today's financial reports already
involve creative fiction in many cases. (Defenders of options insist,
unconvincingly, that today's statements are entirely clear.)
To listen to the industry, investors are smart enough to figure out
the real deal under the current misleading accounting system. Yet the
very same investors will suddenly become too stupid to grasp a
different accounting system that also has some fuzzy
features."
There are ways to calculate the value of the
options. They aren't perfect, but they're a lot more honest than the
current system, which pretends they have essentially no impact.
Now the tech barons will say they have to curb options grants to the
rank-and-file and keep them only for senior executives. This will mock
the executives' longstanding claim that the purpose of options was to
align employees' interests with the shareholders' interests.
A few companies have spread the options around. But for many, they
were granted largely to the top folks in any event -- a way of hiding
the value of massive compensation packages from shareholders.
Time for Silicon Valley to wake up and stop cooking the books. Will
we?

[This is an edited version of the talk I gave last fall at the
State of Play
conference.]
I'm sort of odd-man-out in a Games and Law conference, in that my
primary area of inquiry isn't games but social software. Not only am I
not a lawyer, I don't even spend most of my time thinking about game
problems. I spend my time thinking about software that supports group
interaction across a fairly wide range of social patterns.
So, instead of working from case law out, which has been a theme here
(and here's where I insert the "I am not a lawyer" disclaimer) I'm
going to propose a thought experiment looking from the outside in.
And I want to pick up on something that Julian [Dibbell] said earlier
about game worlds: 'users are the state.' The thought experiment I
want to propose is to agree with that sentiment, and to ask "How far
can we go in that direction?"
Instead of looking for the places where game users are currently suing
or fighting one another, forcing the owners of various virtual worlds
to deal with these things one crisis at a time, I want to ask the
question "What would happen if we wanted to build a world where we
maximized the amount of user control? What would that look like?"
I'm going to make that argument in three pieces. First, I'm going to
do a little background on group structure and the tension between the
individual and the group. Then I want to contrast briefly governance
in real and virtual worlds. Finally I want to propose a thought
experiment on placing control of online spaces in the hands of the
users.

The non-partisan Verified Voting Foundation is working with other
voter protection groups to make sure every vote is counted,
focusing its efforts on the new electronic voting terminals we're
all concerned about.
Their program is called TechWatch, and it will help reduce the risk
that votes will be lost or miscounted by these machines and other
technology.
