Ah, it's tax time. We first mentioned this last month, but some states are getting a bit more explicit in reminding people that they're supposed to pay taxes on out-of-state items that they purchased - even if the payment is mostly on the honor system. They've added an extra line on tax forms where people can fill in just how much out-of-state purchases they made online. Of course, what it's really doing is confusing many taxpayers who have no idea what to put down on the additional line. Many are simply recommending that people leave that line blank - even to the point where one NY newspaper says: "They've got to be crazy, and you are, too, if you comply." Still, some tax professionals are warning that if you leave that line blank (claiming you didn't make any online out-of-state purchases) and you get audited, it's something they might focus on.

A billion here, a billion there... it's not real money, so who cares? State governments have been going bonkers for years about all that "lost revenue" from those damn geeks buying products online and not paying the necessary sales tax. There are all sorts of laws and schemes afoot to try to collect more of those taxes from asking you to be honest to making merchants calculate and collect the taxes for you. While many smaller e-commerce firms are scared what that might cost, the state governments keep trotting out huge sales tax loss numbers. Well, now, it turns out that the numbers they've been trotting out have been wrong. No surprise there. Any time you try to figure out "losses" from an expense that isn't really there, people are simply making up numbers. However, the researchers who conducted the original studies are now saying that (oops) those original numbers were off by quite a bit. They still claim there are losses, but they're much, much less than what they originally reported last time they were asked to make up some numbers.

This probably doesn't come as a shock to many, but at its annual meeting today, the Associated Press announced that it would begin charging newspapers and broadcasters to post its content online starting in 2006. Currently, licensees of AP content are allowed take content they've licensed for print and repurpose it for online at no additional charge. Clearly, the AP is trying to evolve itself to meet the shifting media consumption of the average user, from trying to charg e Google News for AP content to offering charg ing several different versions of an AP story. With its new "eAP" platform, licensees will be able to access news via a searchable database, complete with tags. However, the question remains, will the current licensees see the benefit to paying for the same exact commodity content? The Associated Press is making the bet that online is now part of its affiliates' long term strategy. Feeling the pinch in their classified and advertising revenues, newspapers are scrambling to invest in the web. The AP realizes that it has been giving away too much for too little. Couple with the fact that the AP is starting to build its own online presence, and the AP can hope for two endgame scenarios. Scenario one is that the affiliates find an adequate return in licensing AP content; in this case, the AP is able to extend its current model to the online medium. Scenario two is that most licensees cannot justify paying for the commodity content, and only a few larger trafficked sites decide to take on the expense. In that case, the AP has its own ad-supported news site, which could end up being the one main source for AP content -- but it could also lose out on content from members who are upset at the higher fees. Either way, we're witnessing the latest experiment in how the traditional press makes its way into the internet world.
