Japan might tax the use of unlicensed spectrum for wireless LANs to protect market for licensed spectrum holders: The logic cited is fairly bizarre--that charging for unlicensed use is "fair," which I presume means "fair to companies that paid large amounts of money for cellular telephone spectrum" but not "fair for citizens who own the airwaves and can now not see fit to use them for free." Japan perhaps has a different regulatory framework than the U.S. Imagine a bill hitting the House of Representatives suddenly that proposed a consumer tax on Wi-Fi? I think the recall petition would be filled with signatures before the bill reached its second reading. The bill in Japan won't reach Parliament until 2005, at which point the legislators involved will probably have been voted out of office, or buried under tens of thousands of letters....

The state of Texas has denied Unitarians tax-exempt religious status because the church "does not have one system of belief." As Julia notes, Presidents John Adams and John Quincy Adams were sufficiently convinced of the Unitarians' religiosity that they actually were Unitarians.
Never before -- not in this state or any other -- has a government agency denied Unitarians tax-exempt status because of the group's religious philosophy, church officials say. Strayhorn's ruling clearly infringes upon religious liberties, said Dan Althoff, board president for the Denison congregation that was rejected for tax exemption by the comptroller's office.

GM in trouble: "If you erased the company name from the balance sheet and showed it to a forensic accountant, the recommended treatment would probably be to seek protection from creditors by filing for Chapter 11 bankruptcy. " GM's troubles are as much a result of the exploding costs of health care as they are due to the company's dropping market share. In Canada increasing health care costs (PDF with many charts) are taking a greater and greater share of government expenditures. In the US it's hurting big employers and regular people. But either way the problem doesn't seem likely to get better any time soon.

When Search Engines Become Answer Engines: This is depressing, but no-doubt true.

A major change over the years has been a declining emphasis on using search to identify good sites as such. Rather than hunt for sites to explore and use in depth, users now hunt for specific answers. The Web as a whole has thus become one agglomerated resource for people who use search engines to dredge up specific pages related to specific needs, without caring which sites supply the pages.

I hit and run — I look for answer in Google, visit the page to get the answer, and never even take stock of where I am in the Web. I think Nielsen has good advice for converting users:

Embellish the answer with rich "see also" links to related content and services. Global navigation won't do the trick; answer-seekers will ignore it. Remember, they are not interested in your site. But contextual links will make the most eager users dig deeper -- and the eager ones are the people you'll want to keep as prospects for your for-pay services. See-also links can be embedded (as I've done here) or you can place them at the end of the article, where they serve as a follow-up call to action. The latter gives you the opportunity to let people know that you're actually selling something, and not just handing out free information.
