Welcome to the inaugural issue of DIA, the quarterly, peer-reviewed electronic-only journal for tertiary librarians interested in the provision of digital information. This new electronic journal is the creation of TeL-SIG, the Tertiary Libraries Special Interest Group (SIG) of the Library and Information Assocation of New Zealand Aotearoa (LIANZA).

DIA represents one of several initiatives TeL-SIG has undertaken this year to more effectively communicate with and provide professional development opportunities for TeL-SIG members. DIA offers a new medium for tertiary librarians and related information professions from New Zealand and around the world to address the complex digital information issues facing the profession.

The Information Access Alliance believes that a new standard of antitrust review should be adopted by state and federal antitrust enforcement agencies in examining merger transactions in the serials publishing industry. When reviewing proposed mergers, antitrust authorities should consider the decision-making process used by libraries – the primary customers of STM and legal serial publications – to make purchasing decisions. Only then will these mergers be subjected to the degree of scrutiny they deserve and adequate access be preserved.

The U.S. National Library of Medicine recently announced that 40 projects designed to improve access to electronic health information for the general public have been funded through the National Network of Libraries of Medicine. Projects, scattered among 24 states, range from disseminating information on rare disorders, to maintaining Web sites for specific groups, to ratcheting up existing healthcare information Web sites. For example, the Periodic Paralysis Association of Monrovia, Calif., plans to use its grant to develop a Web-based video library to enhance the diagnostic knowledge base for this class of rare neurological disorders. The Florida Gulfcoast North Area Health Education Center and two other partners will expand and support the Florida School Nurse Project, which will include training and access to health information for school nurses and related professionals. And the Mississippi Valley State University James Herbert White Library and partners from local Golden Age Club and Boys and Girls Club will establish a program to train youth and senior adults in locating and using electronic health information. Gerry McKiernan, New Year Librarian, Iowa State University, posted a recent eMail stating that the audio visuals (slides, video, et.al) were available for this previous well received and highly competetnt conference on the current happenings and future trends in the access to scientific and technical information. Xeni Jardin: Snipped from Declan's politech list -- ACLU Technology and Liberty Project Director Barry Steinhardt says,
A September 2004 TSA directive granting airport security screeners broad leeway to conduct "pat-down" searches has led to numerous reports of sexual harassment and abuse.

Victims -- particularly women-- are reporting that they are not being offered private searches or searches by screeners of the same sex, and that "private" searches are being conducted behind screens that provide no privacy. Passengers are reporting rough, rude, and humiliating manhandling and groping of their breasts and crotch areas, demeaning sexual comments, and being forced to remove business jackets in full view of crowds, despite the fact that it is a widespread convention in our society for women to wear only bras or other undergarments underneath such jackets.

The ACLU is assessing possible responses to this policy. In doing so, it is extremely helpful for us to gain a sense of the kinds of abuses that are taking place. If list members have experienced a problem with pat-down searches at airport security, they can help us end this problem by reporting their story here. The American Civil Liberties Union has sued the government on behalf of seven U.S. citizens who've been subjected to a Kafka-esque security system when trying to fly. Read the documents on the ACLU's site and you'll see that the system is sloppy and unfair, and probably counter-productive in stopping actual terrorists when it wastes such time on entirely innocent people who get on these watchlists and can't get off.

ACLU seeks Sanchez perjury investigation. As a followup to yesterday's post, the ACLU has sent a letter to U.S. Attorney General Gonzales, requesting an investigation of Gen. Ricardo Sanchez for perjury before Congress. Sanchez is accused of lying about approving guidelines for the use of abusive interrogation techniques at Abu Ghraib prison. Now, many of you might think that Gonzales might refuse this request and be done with it. However, the ACLU has the right to request a writ of mandamus, which would compel Gonzales to initiate an investigation. If Sanchez is investigated, will he be pressured to reveal the identity of those in the Pentagon / Bush administration (Rumsfeld, Wolfowitz, Feith, Cheney, Cambone?!) who knew about and possibly ordered these policies?
