Aaron writes in to point us to a story at Broadband Reports about a scam claiming to offer "free" broadband, when the truth is anything but that. The company in question is really just offering one of those silly web "accelerator" tools that speed up some dialup web surfing by caching images and using some compression. It's not really broadband at all, though if you're stuck on dialup, apparently it helps. It's also not free at all, since it's a typical pyramid scam, where you need to get others to sign up first. Since they know otherwise intelligent people will know it's a scam, the site doesn't make outrageous claims on their home page, but leaves those only for those who come via a referral code (which is all part of the scam) at which point they start making outlandish claims anyone with a bit of broadband knowledge would know were false.

Two random tidbits from AT&T CEO Dave Dorman's pres entation today at the New America Foundation:
  • "AT&T is investing across the spectrum in last-mile technologies."  In particular, Dorman mentioned a combination of fiber to the neighborhood and some variant of WiFi from there into the home.

I really just don't surf the net at all, if I'm forced to use dial-up... Back in the late 90s boom years, a lot of companies bet quite a bit of money on the fact that broadband usage would spread very quickly -- and that would open up all kinds of new services and applications that couldn't really be done over a slow dialup connection. A lot of those offerings are no longer around. Now, however, the broadband usage really is catching on around the world, a new look at broadband users suggests they really haven't jumped on "broadband" applications and services just yet. They are using the internet more often and for longer periods of time. It does seem like a more essential part of their lives -- but that's more for the always-on nature of it, rather than the speed. People are doing things like file sharing and downloading content. A few more people are doing VoIP or video -- but, despite the article's headline suggesting that broadband is somehow "changing our culture," it appears that the really innovative uses of broadband haven't completely caught on yet. This is probably a good thing. It seems like the things that are changing are mostly happening gradually, somewhat under the radar, which lets them avoid the hype. There will still be plenty of innovative offerings making use of broadband connections, but they may take some time.

The FCC reached a decision this week that could effectively end broadband service as we know it. The order hasn't officially come out yet, but the result was leaked.

The FCC granted a petition by BellSouth to pre-empt state regulators from requiring "naked DSL." The procedural aspects are convoluted, so the effect of that action may not be clear. Here's what the FCC is saying. The local phone companies (and, although the ruling doesn't specifically cover them, cable companies) are free to force customers to buy pay for phone service in order to get broadband. Whether or not you use the phone company's voice service is immaterial -- you have to pay for it. Although there are a few telcos willing to sell DSL as a stand-alone service (notably Qwest), one wonders if they will continue to do so.

The FCC ruling makes broadband an extension of phone service, rather than the reverse. It ties the data applications of the future to the anchor of the public switched telephone network. That's perverse. Voice is the application, not connectivity. We'll never have real competition if the incumbents get paid even when customers want to switch to a competitor.

I want to pay someone for high-speed data connectivity, with the opportunity to use (and pay for) innovative applicaitons on top of that pipe. To me, that's broadband service. After the FCC decision, that may no longer be available. That's what I mean by the end of broadband as we know it. For the privilege of buying broadband, I'll have to buy phone service or something else I don't need, raising the effective price. This is the way to promote broadband adoption in the US?
