Time has good news for nosy, racist jerks: the Dept. of Homeland Security is enlisting 400,000 people to report on suspicious behavior in public areas.
After the [training] session in Little Rock, two newly initiated Highway Watch members sat down for the catered barbecue lunch. The truckers, who haul hazardous material across 48 states, explained how easy it is to spot "Islamics" on the road: just look for their turbans. Quite a few of them are truck drivers, says William Westfall of Van Buren, Ark. "I'll be honest. They know they're not welcome at truck stops. There's still a lot of animosity toward Islamics." Eddie Dean of Fort Smith, Ark., also has little doubt about his ability to identify Muslims: "You can tell where they're from. You can hear their accents. They're not real clean people."

That kind of prejudice is hard to undo, but it's a shame Beatty's slide show did not mention that in the U.S., it's almost always Sikhs who wear turbans, not Muslims. Last year a Sikh truck driver who was wearing a turban was shot twice while standing near his tractor trailer in Phoenix, Ariz. He survived the attack, which police are investigating as a hate crime.

It's sometimes easier for a successful volunteer Free Software project to get money than it is to decide how to spend it. While paying developers is easy, it can carry unintended negative consequences. This article explores problems and benefits of paying developers in volunteer free and open source projects and surveys strategies that projects have used to successfully finance development while maintaining their volunteer nature.

This is a draft of an essay I will present at Linuxtag later this month. I'd love to collect comments and suggestions, either in comments or otherwise to help improve this paper and to possibly build this into a free software funding HOWTO. The source is available here.

Investigative reporter and Boing Boing pal Mark Ebner spent last week embedded with the "Minutemen" in and around Tombstone, Arizona. For those unfamiliar with US/Mexico border politics, these are the volunteer border patrol militias comprised of heavily armed, grumpy-looking white people who have self-organized to stem the flood of wannabe janitors, dishwashers, and nannies who threaten our national security. Ebner's report will appear in Globe magazine next week, available at your grocery check-out stand. Meanwhile, enjoy the new face of Homeland Security!

Scott, a Peace Corps volunteer, got web-volunteers to help him build a fantastic web-resource for his project in Guyana. Hot on the heels of his success there, he's putting together a much more ambitious project to connect up the whole Peace Corps. When I worked in Costa Rica 12 years ago with Youth Challenge International, I came back with the same intention, but I was ahead of my time -- today, this is totally do-able.
I want to build site that will link up average joe web and graphic designer, database guy and anyone else that can help with Peace Corps volunteers around the world. We do some partnering in Peace Corps but we don't tap the huge potential that exists with folks at home. We need to do this. It will help get more done in the tiny timeframe that we are here in country.

We were just talking about the rise of quick and dirty programs as a way for individuals (not necessarily programmers) to solve specific needs. However, as was mentioned at the time, that would be a different "tier" of software programming, and there would still be a need for programmers to do higher level "big" projects. In the past, we've also discussed the problem of data extinction, where old computer systems and formats die out, leaving content and applications virtually useless on ancient media. This is a big problem for many applications, and Dan Bricklin is now suggesting that people need to start designing "Societal Infrastructure Software" that can last for centuries, not just a few years. The idea is that this type of software shouldn't have to worry about new computers or new formats or new anything... but will be able to just keep on working. In order to build this, though, Bricklin believes it will require embracing open source programming, though not necessarily the way people view open source programming today. It's a fascinating concept, but getting people to think long-term is so difficult these days, that you wonder if such ideas will actually catch on.

2003 was a remarkable year in the US for voice over the internet (VoIP). If you needed a label for the events of the year, "Collapse of Denial" would be a good one -- after a long period of relative inaction, the FCC and the state regulators are suddenly pushing hard for a regulatory framework. The question is no longer whether voice is going to become an internet application, but when. "When" could still be a very long time, however. The incumbent local phone companies -- Verizon, SBC, BellSouth and Qwest -- have various degrees of interest in VoIP, but are loathe to embrace it quickly or completely, because doing so means admitting to everyone -- shareholders, regulators, customers -- that both monopoly control and artificially high voice revenues are going away. (The fact that this is true does not much lessen the pain of saying so.) As a result, they will likely try to convince regulatory agencies, both the FCC and the states', to burden competitive VoIP firms like Vonage with additional costs and rules, while delaying their own offerings. Complicating this de facto Plan A, however, is the fact that VoIP isn't a service, it's just a set of protocols, meaning that competitors don't have to buy into Plan A to deploy it.
