Antigua has been battling the US for some time over the US's ban on online gambling. For many years, Antigua-based online casinos have run into problems with US laws. Two years ago, they went to the WTO claiming that the US ban on online gambling was a violation of a fair trade agreement the two nations had signed. It took the WTO almost exactly one year to point out that Antig ua was probably right. Of course, that wasn't acceptable for politicians who seem to think gambling is pure evil (except, of course, when it contributes to local tax coffers) -- so, while they planned to ignore the ruling completely (we're the US, we don't follow international rulings unless we agree with them), they did file an appeal, just for fun. It turns out that appeal worked, and the WTO has changed its mind, saying that banning gambling is a "moral issue," and therefore not subject to the fair trade agreement the two nations signed. So, sorry for all you online gambling addicts in the US, but you're back to breaking the law again.

As expected, the FCC ruled on the Pulver VoIP petition today, and gave something of a split decision. They claim that "pure" VoIP systems shouldn't be regulated, since they're just like email or any other internet application. However, they're reserving judgment on VoIP systems that more resemble regular phone service, such as Vonage that touch on the PSTN. This seems like something of a cop out, and may be difficult to sustain over time. Most of the "pure" VoIP systems are offering (or planning to offer) gateways that let them connect to the telephone system. Where do they fall along the regulatory spectrum? This would take away the incentive of VoIP providers to connect to regular phone service, creating two different levels of phone service, rather than connecting the two and leading to a more orderly migration. Of course, it still remains to be seen what sorts of regulations they will include for PSTN-connected VoIP. Chances are, they're talking about adding in 911 service and phone-tapping abilities.

I wanted to share with WWdN readers this amazing thing I discovered via boingboing recently: Comfort Stand Records.

I'm listening to Swingin' Singles while I do this work . . . and I absolutely must share this record with you WWdN readers. It rules. Stand out artists include Mat h and Physics Club, Forty-One , Messer Chups (particularly Orgia of dead 2), and Kim & Buran — and that's just the first side of the collection. I haven't even gotten to side b yet.

But here's the greatest thing in the world about these artists and this label: every track and album is released under a Creative Commons license, so you can download, burn, and share the music with anyone you want legally. Comfort Stand sez: "Comfort Stand Recordings is a community-driven label where all releases are free with artwork and liner notes. We strive to bring you recordings that we find interesting, compelling and downright enjoyable. We are not genre-specific and feature a wide range of material, from well-known performers to those loud unknown kids down your block.

We are not a business. We're not out to make a profit. There are no banners, popups, or spam at Comfort Stand. You don't have to register yourself to download the music you like. We operate under the ideology that money need not come between artists and audience."

There's a lot of lousy free music on the internets. It's nice to listen to some really good free music for a change.

Before you read on, hoping that I will advocate for the free distribution of music, let me warn you: I'm a strong supporter of copyright and the protection of intellectual property; I want artists and distributors to make a decent living, but I'm frustrated by the current misuse of digital technology that attempts to thwart illegal distribution. In practice, DRM makes creates compatibility problems that make it excessively difficult, and in most cases, impossible, to listen to music that has been purchased online.

Cory Doctorow: The people in the Twin Towers who ignored the instructions from the cops to stay put survived. The ones who paid attention to them died. Gary Wolf's tantalizing piece in this month's Wired concludes that the future of American security lies in ignoring the Department of Homeland Security, with its "rainbow of doom," its magic airport involuntary nudity machines, and its suspension of the Constitution and relying instead on common sense and democratic fundamentals.
After both buildings were burning, many calls to 911 resulted in advice to stay put and wait for rescue. Also, occupants of the towers had been trained to use the stairs, not the elevators, in case of evacuation.

Fortunately, this advice was mostly ignored. According to the engineers, use of elevators in the early phase of the evacuation, along with the decision to not stay put, saved roughly 2,500 lives. This disobedience had nothing to do with panic. The report documents how evacuees stopped to help the injured and assist the mobility-impaired, even to give emotional comfort. Not panic but what disaster experts call reasoned flight ruled the day.

In fact, the people inside the towers were better informed and far more knowledgeable than emergency operators far from the scene. While walking down the stairs, they answered their cell phones and glanced at their BlackBerries, learning from friends that there had been a terrorist attack and that the Pentagon had also been hit. News of what was happening passed by word of mouth, and fellow workers pressed hesitating colleagues to continue their exit.
