within the Iraqi interim government is not accidental. Indeed, it is
the manifestation of a bigger problem: the members of the cabinet
consider themselves above the restraints of their respective positions
in the government... After all, their nominal chief, Allawi did not
choose them, like all prime ministers do to a certain degree. They
were simply imposed upon him, and for all practical purposes, he is
unable to dismiss any one of them. Iyad Allawi is stuck with a

US-led invasion of Iraq in March 2003, Washington has been struggling

06/08/2004 10:50 AMWith all the talk lately about e-voting, one thing that continually
gets mixed up is exactly what the fight is over. Those who are
fighting to keep the existing machines like to claim that those who
want a verifiable paper trail are fighting against progress - trying
to go backwards away from electronic voting to a paper world. Of
course, nothing can be further from the truth. Those who want the
verifiable paper receipt aren't against electronic voting at all.
They just understand the technology enough to realize that the current
system isn't particularly secure or reliable and they want to make it
better. Once you start going down that trail, however, you need to
come up with a system that really is more secure and reliable, and
that's where some researchers are
putting a
lot of attention these days. They're trying to go beyond just
adding a verifiable paper ballot, to using systems to make sure that
you can check after-the-fact, to guarantee that your vote really was
properly counted. Most of the article focuses on David Chaum's
system, which tends to bring out very strong opinions in people (too
often focused on Chaum, himself, rather than the system). The
argument against such systems is that they're either too complex or
too expensive (or both), but no one ever said democracy was supposed
to be cheap.

problems with the patent
system, focusing on the problem we most discuss around here: small
intellectual property houses that buy up perfectly obvious patents, or
those with prior art, and then go around threatening small sites to
get them to pay up rather than fight the ridiculous patent. In most
cases, the patent is for taking some sort of obvious action and moving
it onto the internet. Even a strong defender of patent rights admits
in the article that the "pendulum may have swung too far." No one is
saying their shouldn't be patents, but there are way too many cases
where these sorts of patents are clearly being used to hold back
innovation - which is against the very point of the patent system.

the big Comair systems meltdown over the holdays, CNN
has an article about why airline's systems are so rickety. It's
notable for a quote from uber-security expert Bruce Schneier that
tells the naked truth of it.
Bruce Schneier, a computer security expert in Mountain View,
California, said the issue boils down to cost versus benefit.
Airlines could upgrade existing computers to handle more
transactions, install sophisticated backup systems that come on when
the primary system fails or buy high-performance software that is used
by NASA, nuclear plants and medical facilities to keep critical
systems running at all times, Schneier said.
"It's certainly feasible, but it's my guess it's not economic,"
Schneier said. "My guess is it is cheaper for the airline to absorb
this loss, which doesn't happen often, than to fix the problem.
Isn't that the truth? Absorb the damage, move on, and wait for it
to happen again. Nice. Who gets to miss Christmas next year?

budgets sure to fall short, state analyst says. Gov. Arnold
Schwarzenegger's plan to balance the upcoming budget would exacerbate
California's long-term mismatch between spending and income, creating
a nearly $8 billion shortfall two years from now, the non-partisan
legislative analyst warned Monday. The governor has ``missed an
opportunity in good economic times to ensure that we are moving toward
fiscal stability,'' said Legislative Analyst Elizabeth Hill.
After campaigning on a promise to make the hard choices
and genuinely deal with this problem, Schwarzenegger has done exactly
what Gray Davis did before him: Punt.
Except that the current governor, unlike Davis, had the clout to
actually get something done. He's squandering the opportunity, and
California will suffer as a result.
The Legislature shares the responsibility for this ongoing debacle,
because the lawmakers are the ones who've enacted such ridiculous
budgets over the years and now refuse to face up to what they've done.
But the one person in Sacramento who could have broken the logjam has
declined. A shame.
