washingtonpost.com - A Pentagon program for Internet voting in this year's presidential election is so insecure that it could undercut the integrity of American democracy and should be stopped immediately, according to computer-security specialists who were asked to review the $22 million pilot plan intended for about 100,000 overseas voters.

01/22/2004 03:07 AM
A new internet voting system designed to let overseas US military personnel cast their absentee ballots online was heavily criticized in a report today, suggesting that it's nowhere near secure, and nothing can be done to make it secure, until some fundamental aspects of the internet are changed. The report describes a number of fairly basic ways that the system could be attacked, and the integrity of votes could be jeopardized. The folks backing the system brushed off the criticism by saying, more or less, "thanks, but we don't care - we've got other experts who say it's just dandy, and we'll pick the experts we like better." Of course, when it comes to security, it's nice when you can make your critics happy too. You don't really have the option of just picking the folks who support what you'd like to believe.

Last February, a team of patriotic geeks was assembled by Uncle Sam to test out the Secure Electronic Registration and Voting Experiment (SERVE) system for military and others stationed outside the Untied States. The team's conclusions, unfortunately, were that the system was as wide open as a Windows box in terms of vulnerability and totally closed in terms of code, calling the mostly-Accenture software of the system into question.

Many Web-deployed applications are written within elaborate database-driven server-side development frameworks such as PHP and Java servlets, but for simple applications (for example, where the entire dataset fits comfortably within a Web server's RAM), data persistence can be easily accomplished using locked DBM files in conjunction with the Perl MLDBM module. This article presents a real-world example -- a Web-based voting application -- that highlights the use of minimal external modules
