A program intended to level the playing field in the software business in the wake of the U.S. antitrust settlement with Microsoft Corp. doesn't seem to be working as intended, the states that have settled with Microsoft said in a court filing released Friday.

Microsoft Corp. today announced that it will make additional changes to its Communications Protocol Licensing Program that will further improve the program and make licensing easier and more attractive. The changes respond to feedback and suggestions made by the government and industry through the consent decree compliance process. The new licensing terms will be posted on the Microsoft Communications Protocol Program (MCPP) Web site. The changes, which are part of the company's ongoing effort to improve the program, include shortening and simplifying the license agreement, making approximately 20 protocols available without charge, making other protocols used to perform particular tasks available for a fixed fee or fixed fee per unit, and changing the evaluation program to provide prospective licensees with samples of the technical documentation with no confidentiality restrictions.

Whatever future there is for business applications of grid computing, it won’t be shaped by technology. Business attitudes must change to embrace the technology that already exists. This is a classic example of technology that’s crucial to business having its uptake delayed by an apparent lack of demand. It isn’t a solution looking for a problem; there are plenty of existing problems to go after with grids and similar approaches to distributed computing. What sticks in the minds of many IT professionals is that grids are useful to science and academia, therefore they are likely to be too esoteric for business computing.
