Microsoft on Wednesday launched its video download service for handheld devices that use Windows Mobile.

Owners of Portable Media Centers, smart phones and pocket computers will be able to download daily programs and other video content from MSNBC.com, Food Network, Fox Sports, IFilm and other content providers, Microsoft said. The company had announced plans for the MSN Video Downloads service at the Consumer Electronics Show in January. Microsoft said about 20 content partners, including CinemaNow, MTV, Napster and TiVo, have agreed to make video formatted for devices using Windows Mobile since the launch of Portable Media Center last year.

Microsoft Corp. is launching the MSN Video Downloads service, which will provide daily television programming, including video content from MSNBC.com, Food Network, FOX Sports and IFILM Corp., for download to Windows Mobile-based devices such as Portable Media Centers and select Smartphones and Pocket PCs running Windows Media Player 10 Mobile. Since the launch of the Microsoft Windows Mobile-based Portable Media Center last fall, more than 20 new content partners, including CinemaNow Inc., MLB.com, MSNBC.com, MSN Music, MTV Networks Music, Napster Inc., SnapStream Media Inc. and TiVo Inc., have agreed to make video available online specifically formatted for Windows Mobile-based multimedia devices. The company says the MSN Video Downloads is one of the first online video download services dedicated to portable entertainment. The service is initially available in the United States only and a one-year premium membership to the MSN Video Downloads service with access to all available videos costs US$19.95. In addition, people can access a limited amount of free content without a paid membership.

Ludicorp (disclosure: I'm an advisor to Ludicorp), whose Game Neverending was one of the most interesting social software projects of the last two years, has just launched a new product, called Flickr, live on-stage at ETCON.

Flikr is a social image-sharing application: it's a mechanism for creating ad-hoc chats, using a drag-and-drop GUI interface that lives inside your browser, and share images from peer-to-peer and within conversational groups.

I've beta-tested this at various points and at each time I've been struck by Ludicorp's amazing combination of utilitarian, usable interface aesthetic and genuinely witty whimsy. As Ben Ceivgny, a developer on the project, said:

We collect images with cameraphones and so forth, but we have no good mechanism for advancing them out into the world. Here's a mechanism for batching them into a locked-and-loaded tool for firing them into the world.

A week after it was launched by two students , the Massachusetts Institute of Technology pulled the Library Access to Music Project ( LAMP ) so that disagreements about licensing rights could be resolved.

The service was built within MIT's cable network , and took advantage of ambiguities and differences between analog and digital formats. The Universal Music Group took issue with the service, but, according to The New York Times ,

M.I.T....stressed that the system 'was designed to operate in full compliance with the law and to respect the rights of all copyright holders.'

However, disagreements about the nature of the agreement between the Harry Fox Agency , representing artists, and Loudeye , who sold the students digital files, have caused MIT to suspend LAMP until their resolution.

The Pew Internet & American Life Project reported this week that 36 million Americans, 27 percent of internet users, report having downloaded music or video files. Half of this group have skirted the traditional peer-to-peer (P2P) networks and commercial online distribution services (i.e. Napster, iTunes). dfasfasfp.jpgOne of my biggest criticisms of Microsoft's Portable Media Center platform has been that there's really nothing to watch. You could download a few B-list movies from CinemaNow and Major League Baseball games or copy stuff from your Windows Media Center PC, but if you wanted to put anything else on the device, you had to transcode your video to Windows Media Video format (a hassle I will, perhaps unfairly, put up with in the PSP, but not in a device with the primary purpose of playing back video).

Thankfully, Microsoft has finally launched MSN Video Downloads, the long-promised service to provide daily-updated content for easy download and syncing to your Portable Media Center. I haven't used it, but glancing over the content list looks somewhat promising—enough so that the $20-a-year subscription fee is probably worth it, if you've already dropped $400 on a PMC (and the content works on Pocket PCs, as well).

Orrin Hatch wants to ban P2P networks that are used for music-sharing, claiming that their non-infringing uses are negligible. He even held hearings on his Induce bill to make the point. Video of those hearings are now available on a P2P system called Bittorrent that allows lots of people to simultaneously download large files by portioning out the burden of serving parts of the file to everyone who's trying to get a copy.
