This toolbox assists the XML content author and developer working with the new XML features of Word 2003. The Word XML Toolbox requires that .NET Programmability Support is enabled. For .NET Programmability Support to be installed during the Office 2003 setup, the PIAs require the .NET Framework 1.1 already be installed. It is recommended that you install the Microsoft .NET Framework 1.1 before you install Microsoft Office 2003. With the .NET Framework 1.1 already installed, a complete installation of Office 2003 will install all of the PIAs.

It's Daylight Savings Time, so that means Game.Ars is a day early. Actually, Thursday night is the new slot for Carl's heapin' helpin' of gaming goodness. As always, Game.Ars brings you the scoop on the week's news, including a reason to start thinking about your next PC upgrade:

Age 3 will support fixed-function cards, all the way up to the newer shader model 3.0 cards. Obviously, the better your machine, the nicer your game will look. I would easily expect that the game has enough high-end graphical features that most folks won't be able to crank it all the way up right away.

Recently a news story in the Seattle Post-Intelligencer has led to widespread outrage. In her article, columnist Susan Paynter tells a story about a Mom and son who have been relentlessly pursued by USMC recruiters since her son's 17th birthday. The Mom appears to be anti-military. The son seems to be weak-willed. When in the presence of his Mom, his words are anti-military but his resolve is weak. Without his Mom, he listens to the recruiters and goes with them when asked. Public opinion is divided. Some proclaim the story as an example of over zealous warmongers. Some are sorrowed by the tarnishing of the military image caused by zealots. Others are angry at a controlling Mom. A few go so far as to call her unpatriotic. Shots were even taken at the son for not having enough backbone to either stand up to the recruiters or stand up to his Mom. Much of the anger directed at the recruiters is born of fear. People are afraid that their loved ones will be impressed into the military against their will. This fear is groundless. Even after signing papers and taking the oath, it's possible to make an early exit.

Thanks to Radio 4 for these two early positions on Income Tax. Nicholas Vansittart, who was Chancellor of the Exchequer in 1816 put the case for the tax:

"This tax would press less on the lower orders of society than any tax which could be devised... It was a tax more upon the rich than upon the poor... When the act was revised, it would be found the least oppressive and the least objectionable of any tax that had ever been imposed..."

And a petition for the Corporation of London put the opposing view:

"Painful experience has only served the more strongly to root upon their minds a conviction of its injustice, vexation and oppression ... the manner in which the said tax is carried into execution, by means of an odious, arbitrary and detestable inquisition into the most private concerns and circumstances of individuals, is still more vexatious, unjust and oppressive, hostile to every sense of freedom, revolting to the feelings of Englishmen, and repugnant to the principles of the British Constitution; ... the petitioners are deeply sensible of the depressed state of the agricultural interests, and of the ruinous effect of such a burden thereon; ... the manufacturing and trading interests are equally depressed, and equally borne down with the weight of taxation ... and they confidently hoped, that by such reductions in the public expenditure... and the abolishing of all unnecessary places, pensions and sinecures, there would have been no pretence for the continuation of a tax subversive of freedom, and destructive of the peace and happiness of the people. Perhaps unsurprisingly, given the sheer number of people in government with a vested interest in not pay lots of tax, the government was defeated by a huge majority. Read more about the whole debacle: The Repeal of Income Tax.

RSS clearly is about to go through another growth spurt. And as with each other time its eclipsed its former self there are people who seem to want to take control, redefine it in some bizarre and undignified way. If people would first study the history of RSS and see how much it has suffered from this kind of greed, perhaps they'd back off and just be grateful that there's new technology that makes the Internet much more useful, and leave it at that. (They usually say their ignorance is their strength, btw.)

The name RSS is every bit as good as any other name you can come up with, and it has the advantage that it's the name everyone uses. Read a marketing text book. It doesn't matter what it's called, rather that it means something in lots of brains. Trying to make a new name stick will only make the whole thing weaker.

For example, imagine falling in love with someone. "You're the perfect person for me," you say. "But your name doesn't communicate who you are. Let's have a contest to come up with a new name for you." Now, how clueless would that be?

One more thing. There's a myth going around that there is a way to do publish-subscribe without polling. Not true. At some level, every apparently non-polling technology is built on, you guessed it, polling. It's all just an illusion. Computers don't really do interrupts. At some level it's polling.

Now, should an aggregator be polling every 30 minutes? The convention early on was no more than once an hour. But newer aggregators either never heard of the convention or chose to ignore it. Some aggregators let the users scan whenever they want. Please don't do that. Once an hour is enough. Otherwise bandwidth bills won't scale. Further, there are good ways to optimize this stuff, but that would require cooperation among members of the community. And this community is well-known for not cooperating with each other. We let a small number of people fillibuster the mail lists, people who don't produce software on either end of the RSS equation, and thereby progress happens in very small steps if it ever happens at all.

Net-net, it's good that users are taking an interest in RSS. But it's bad that they're behaving just as the geeks did, selfishly, in a controlling way, fighting over things that were decided a long time ago. Human nature comes along for the ride with us on our journey to more effective communication tools. Can people see the big picture and let good stuff like RSS rise to the top without pulling it down? I've become a pessimist over the years, I think they can't help themselves. So it's a miracle something new happened. Enjoy it while you can.
