Governance by citizenry

Governance by citizenry 12/17/2003 10:52 AM

How are we going to implement in governance the Net-based citizen involvement that the campaign has initiated? Here's one idea. Let's say you care about the e-voting scandal that's just waiting to happen. So, you go to your Senator's site. There you find a "Citizen-to-Citizen" (C2C) page that lists the current issues constituents are discussing. A search for "e-voting" turns up nothing, so you are now prompted to create a C2C group on the topic. You write up your description of the problem and include some supporting links. They are pleased to announce the launch of the Internet Governance Project
(IGP), a multi-university partnership to analyze global Internet policy
issues. IGP's research agenda is closely related to the on-going United
Nations' review of Internet Governance.

IGP's member institutions include two research centers at Syracuse University:
- The Convergence Center at the School of Information Studies
- The Moynihan Institute of Global Affairs at the Maxwell School
and one research center at the Georgia Institute of Technology:
- The Internet and Public Policy Project (IP3) at the School of Public
Policy

As its first project IGP is providing the United Nations' Information and
Communication Technologies Task Force (UN ICT TF) a detailed analysis of
global policy regimes. The resulting study will provide a fact-based "map" of
existing global rules for the Internet and the institutions that make those
rules.

FT.com - Philip Green, the serial entrepreneur, wanted to carry out a programme of due diligence on Marks and Spencer, the UK high street retailer, before buying it.He was foiled in his attempt. But he was asking for no more than the typical private equity investor. It is perhaps instructive to see how the typical venture capitalist engages with companies - and compare it with engagement by pension funds and other institutional investors. For private equity investors, engagement is the life-blood of their investment. ...

ICANN Board Governance Committee update

ICANN Board Governance Committee update 04/07/2005 03:57 PM

There has been a great deal of discussion about the Board Governance Committee's draft of the Core Principles and Corporate Governance Guidelines. Section 5(e) says "Having given the chief executive delegated authority, Board members should be careful – individually and collectively – not to undermine it by word or action." The idea behind this is that the board should not be undermining the activity of the CEO after it has delegated a task. As a CEO, I can understand this intention, but I believe that it should be decided operationally and should not be in a guidelines document to be signed by the board. In addition, I think the word "undermine" is vague. In many ways, the role of the board is to "undermine" management if management is not doing the right thing.

During the public forum (which is going on right now), Alejandro Pisanty, the chair of the committee, pointed out that there were a number of comments and that the committee is working on revising the draft. If you have comments, I suggest you submit them through the link above. There were a number of constructive comments from other participants during the forum and they will be posted on the site soon.
