I think it's now been determined exactly why Diebold is so afraid of adding a paper trail to their voting machines: they keep getting burned by paper trails. After emails exposed just how insecure their voting machines were, a set of internal Diebold communications show an employee suggesting that, should they be required to retrofit voting machines with paper trails that they charge ridiculously high fees to do so. Diebold has said that the cost of the printers included in a voting machine would run about $1,000 to $1,200, which may seem a bit high for a pretty simple printer. The internal memos, however, point out that this is just part of the strategy. Since they're going in and replacing or retrofitting machines that have already been bought, Diebold sees them as captive customers who will be forced to pay whatever Diebold wants.

As predicted a few weeks back when California announced that they were requirin g a paper trail on any e-voting machine, having such a large state do so would make other states follow suit. So, the next one up appears to be Nevada who announced today that they'll require paper receipts. However, here's where the article gets weird. They're claiming that they're the first state to do so, but that seems to ignore the California announcement from last month. The only thing that might support this claim (and this isn't clear) is that the California mandate is basically: if you use electronic voting machines, there needs to be a paper trail. The Nevada announcement appears to be: everyone must use electronic voting machines and there needs to be a paper trail. Completely off topic, but, since my experience with Nevada has been that everywhere you go there will be a slot machine, why doesn't one of these voting machine companies come up with a combined slot machine/voting machine?

The latest in the Diebold saga in California is that Attorney General Bill Lockyer has decided to sue the company, saying they made false claims about their product. Amusingly, Diebold continues to mislead in their response to the lawsuit by noting that they are: "pleased Lockyer dropped the probe." When the only reason the probe has been dropped is because there's enough info to sue, it seems like there's not much to be "pleased" about.

Back in October we noted that DSL and cable providers were trying to differe ntiate themselves from each other. The DSL providers were focusing on being the low cost provider, while the cable guys wanted to be the high speed providers. At the time, we pointed out that this was likely to backfire on the cable companies. People like the speed of broadband, but for most applications there's a "good enough" speed - and many people want it more for the always on connection than the speed itself. It's looking like we were right. The latest study shows that, despite cable's commanding lead in the US, many more people are signing up for DSL these days because of the lower price. It's the basic "good enough" argument. What DSL offers is good enough for what most people want to do with their connections now. Also, the speed difference is minimal right now. You don't get that much faster speeds with cable, and there's not much you can currently do with that extra bandwidth. It used to be that people would sign up so they could download songs, but the music industry is cracking down on that enough that it's become less of a draw for many subscribers as well.

Anthony Argyriou uncovers what seems to be a serious problem either with California voting machines or the vote tallying system: The Secretary of State's summary of votes on the Davis recall shows three counties--Alameda, Kern, and Plumas--that apparently had zero voters who didn't vote on the recall.
