05/19/2004 04:48 AMOne of the comments on the Iraq prionser abuse that I hear often on
BBC World Service is that the prison guards wasn't trained for their
role, as if this will lessen the guards' alleged crimes.
I, on
the other hand, find this justification somehow absurd. If, say, the
guards aren't performing in their job capacity -- maybe some prisoners
escaped, for example -- then, yeah, one can use the excuse that they
aren't properly trained. But, to abuse prisoners (allegedly)? Does one
need training in order to know that you are not supposed to stack
naked prisoners as a human pyramid?

any) error you get. A few folks have told me that my TB is broken and
I seem to be getting way fewer TrackBacks that normal. I suspect it's
related to my recent upgrade to MT 2.63 but am not sure where to begin
debugging this yet. I will have to search around a bit in the morning
and see if this is some sort of known...

you didn't, but I'm going to tell you anyway), Debian should have two
overarching priorities for the next release: 1. putting a timed
release cycle in place, so what happened with sarge never happens
again; and 2. keeping the growing family of Debian derivatives united
around a common core -- namely, Debian itself. What's at stake? If we
don't do something about both of these problems, actual and potential,
Debian will be irrelevant by the time etch is out.

first before we can strike first. I don't wish any harm on the
American troops overseas (or on the poor Iraqi soldiers either, for
that matter), but the logic of the outrage about this escapes me. We
are proclaiming our right to strike preemptively and unilaterally,
where we see a threat that might appear in the future, and we are
actively preparing to strike at Iraq. What logic allows us to be
outraged if Iraq reacts to this threat by striking at the troops
ringing her borders? Incidents like these are why the Europeans have
concluded that Americans have gone off their rockers....

05/20/2004 02:45 PMEarlier this year there was a lot of talk about the "MATRIX"
(Multistate Anti-Terrorism Information Exchange) that would link up a
variety of databases for law enforcement officials to get faster
access to data about possible criminals and criminal activity. There
has been a loud backlash against the system by privacy activists - and
while that's made some states back off, others have moved forward.
Defenders of the system insist that since all they're doing is making
use of information that is already available to them, there are no
privacy questions. All they've really done is made it faster to get
useful information for investigations. However, now a story has come
out that the original system went well beyond that
to give people a "terrorist quotient" suggesting how likely they
were to be a terrorist. The article also notes that the initial test
of the system came up with 120,000 potential terrorists - and helped
trigger a number of law enforcement actions. If it really is just
analyzing data that is already available, and simply flagging
individuals for further investigation, is that really such a big deal?
It's just a more data intensive version of profiling. The real risk
with such a system is that it would allow people who shouldn't have
access to get data on people they shouldn't have data on. However, if
it's actually being used to track down criminals, what's the problem?
Obviously, if law enforcement relies to strongly on the "terrorist
quotient" as an indicator of guilt, that would be a problem. But, if
it's just used to alert them to potential problems, and is using data
they already have available, the privacy issue doesn't seem to be as
big a deal. If the system is used properly, it's not that
problematic. The real issue is having some openness about what data
is being included, who has access to the system, and how the data is
being used.
