Xeni Jardin: Oh, lordy -- another humongous Google shoe just dropped.

At present, Google Video allows you to search within an expanding archive of TV content -- sports, docs, and news, mostly. But today, with the launch of the company's Video Upload Program, Google has begun accepting video content from anyone who cares to upload it. Submitted content won't be available for viewing right away, the Google faq says -- they're just now starting the gathering phase. And yes, would-be sharers must consider certain legal and technical details.

What is the Google Video upload program?
The upload program lets you submit videos electronically to Google Video, as long as you own the necessary rights (including copyrights, trademarks, rights of publicity, and any other relevant rights for your content). Just sign up for an account and use our upload tool to send your videos to Google. The program is still in beta so you won't see your videos live on Google Video immediately.

Your work deserves to be seen. You've made a great video. Now who will watch it?

A few weeks ago, Larry Page mentioned in passing Google's plan to let users upload videos, making Google one of any number of new players in this suddenly intriguing space of video storage (following the insanely hot space of photo storage). It appears that Google has now launched the beta version of this program quietly (as quietly as Google can launch anything -- meaning it's spreading fast). It appears to have some interesting features, including letting you charge people to download your videos, which puts it in competition with new offerings like Brightcove. Either way, it's yet another extension of easy media creation... from text, to audio, to video -- the tools of creations, storage and distribution are all getting easier. While the easy claim is to dismiss it because there will be a ton of useless crap (which there absolutely will be), that's missing the real potential such video creation tools have. What's crap to some people, won't be to others -- and the ability to find new gems that weren't possible before will outweigh an infinite amount of dreadful content.

StarBand Communications Inc. has announced its new 484 Small Office service. The satellite-based broadband Internet access service offers 256Kbps upload speeds and download speeds up to 1Mbps -- the service is an alternative for users looking for broadband access who are unable or unwilling to have a cable or DSL line installed. Starband's 484 modem is compatible with Mac, Windows, Unix and Linux operating systems, and comes with 15 free e-mail accounts with a total of 1.9GB of total free storage, 200MB free basic Web hosting space and one free static IP address. The system also includes a four-port Ethernet router, and costs from US$139.99 to $159.99 per month based on term commitment. An additional cost for the dish and associated hardware is incurred -- the cost ranges from $699.99 to $999.99 depending on contract duration. More details are available from the Web site.

Microsoft Corp. has launched MSN Video Downloads, which will provide daily television programming for download to Windows Mobile-based devicess. MSN Video Downloads is available in the United States today at a cost of $19.95 for a one-year premium membership to the MSN Video Downloads service which provides access to all available videos. In addition, people can access a limited amount of free content without a paid membership. Subscribers to the premium service will be able to select the content they want to receive from the Web site. Digital videos are downloaded daily to a Windows Media Player 10 library, ready to be synchronized with Portable Media Centers and other devices. The video content is compliant with PlaysForSure devices that play video, and is optimized for Portable Media Centers and compatible with Smartphones and Pocket PCs that support Windows Media Player 10 Mobile. New with the final launch of the service is the ability to select the specific content downloaded to the subscriber's Windows XP-based PC each day. Subscribers can also activate a new automatic deleting feature that specifies how long video from the MSN Video Downloads directory will remain on their PC, thus avoiding a large backlog of clips.
