Executive Summary:
In the context of the emerging knowledge-based economy, innovation and the capacity of the national innovation system to create and disseminate scientific and scholarly information are increasingly fundamental determinants of national prosperity. In their foundational work on National Innovation Systems, the OECD observed that prosperity in a knowledge economy depends as much, if not more, on the knowledge distribution power of the system than it does on its knowledge production power (OECD 1997, p43). This makes the infrastructure supporting research communication and collaboration, information search and access, and dissemination and publication a key element of the national innovation system. It is essential, therefore, to provide cost-effective access to, and dissemination of scientific and scholarly information in support of research and its economic, social and environmental applications. This study examines evolving research practices, focusing on how practices are changing and what the implications of those changes are for scholarly communication and the future development of the research infrastructure. It outlines a coherent agenda for the evolutionary development of a sustainable research information and scholarly communication infrastructure.[David Dillard April 4, 2005 Net-Gold]

Communication is a central aspect of all our lives. Today, our modes of communication are highly dependent on technologies such as the internet, wireless networks, phones, and computers. Abstract
This paper examines the methodology and results from Web-based surveys of more than 15,000 networked electronic services users in the United States between July 1998 and June 2003 at four academic health sciences libraries and two large main campus libraries serving a variety of disciplines. A statistically valid methodology for administering simultaneous Web-based and print-based surveys using the random moments sampling technique is discussed and implemented. Results from the Web-based surveys showed that at the four academic health sciences libraries, there were approximately four remote networked electronic services users for each in-house user. This ratio was even higher for faculty, staff, and research fellows at the academic health sciences libraries, where more than five remote users for each in-house user were recorded. At the two main libraries, there were approximately 1.3 remote users for each in-house user of electronic information. Sponsored research (grant funded research) accounted for approximately 32% of the networked electronic services activity at the health sciences libraries and 16% at the main campus libraries. Sponsored researchers at the health sciences libraries appeared to use networked electronic services most intensively from on-campus, but not from in the library. The purpose of use for networked electronic resources by patrons within the library is different from the purpose of use of those resources by patrons using the resources remotely. The implications of these results on how librarians reach decisions about networked electronic resources and services are discussed.

Most searches conducted on general-use search engines such as Google deliver a plethora of irrelevant results -- like links to Leonardo DiCaprio when the keyword is "Titanic." But for those seeking historical information, it's often better to start with specialized Web sites, such as those hosted by the National Archives or a maritime museum. Paul Miller, director of Common Information Environment (CIE), says there's a wealth of information on organizational Web sites, but most people never think to look there. "There's an awful lot of stuff there that's not being used to its full potential. Too much remains hidden among the low-quality information that clutters the Web and behind technical, commercial and administrative barriers." The goal of the CIE is to open up this treasure trove of data held on publicly funded Web sites -- the so-called "hidden Web" -- to non-specialist researchers. The effort is sponsored by the British Library, the National Electronic Library of Health, the Joint Information Systems Committee and Resource, the council for museums, archives and libraries. To date, the CIE has created two demonstration projects that illustrate the organization's premise: one is for location-based information and the other for health. The project is now working on additional projects, but must deal with copyright issues while underway. "Digital rights management is a big issue," says Miller, who adds that the solution is for public organizations to move more aggressively to procure content for use across different domains. In response to rising -- "out of control" -- costs of scholarly publications, the University of California Digital Library's eScholarship Repository (http://repositories.cdlib.org/) offers faculty a central online location for everything from technical reports to peer-reviewed journals and edited volumes, says Catherine Candee, director of scholarly communication and publishing initiatives at UCDL. It provides university departments, centers and research units direct control over creation and dissemination of the full range of scholarly output, from pre-publication materials through journals and peer-reviewed series, and -- beginning in May 2004 - posting of legally available UC authors' commercially published articles. In addition to practical, day-to-day benefits and savings (in a little less than two years, the repository has seen almost 500,000 downloads of entire papers or articles), serendipitous benefits have surfaced. For example, the UCDL now boasts an infrastructure that allows administrators and faculty to focus on creating systemic change in the way authors and readers work. "We have technologies that allow broader, freer, more creative uses of text and data and we can begin to fashion badly needed services for the classroom, office and lab," says Candee. James Grimmelman has written up a witty and marvellous con-report from Yale's Digital Cops in a Virtual Environment, wherein a bunch of Internet law-enforcement theorists and practicioners chewed the fat with civ-lib types:
Phil's Commandment Five -- "Criminal sanctions should where necessary deter costly anti-social conduct." -- sounds an awful lot like Bentham's "The general object which all laws have, or ought to have, in common, is . . . to exclude mischief." Similarly, Phil's Commandment Three -- "When traditional crime presents a greater harm to society because it is committed online, that crime should entail a heavier punishment, where possible through neutral means such as measuring the actual damage done" -- has a close resemblance to Bentham's "When two offences come in competition, the punishment for the greater offence must be sufficient to induce a man to prefer the less."

Now, this is all well and good, but Dan Solove then undermines these simple utilitarian calculations, in exactly the way that two centuries of law and economics have undermined Bentham's calm confidence. It turns out that optimal deterrence is indeterminate: it doesn't spit out clear answers all the time, because you can often make good deterrence arguments for lower punishments. This is what Solove is getting at when he says that constructing identity theft as "theft" undermines the importance of building secure architecture. Dan sees creating vulnerability itself as a harm that needs to be redressed: perhaps the people at "fault" are as much the people using social security numbers as database primary keys, as much as the crackers who steal those numbers.

The most exciting challenge for CRIS is to create a service for research information which should be wide-spread, distributed and actual like Google, but at the same time structured, trusted, with a complex search and navigation similar to today CRIS application.
