database-driven server-side development frameworks such as PHP and

entire dataset fits comfortably within a Web server's RAM), data
persistence can be easily accomplished using locked DBM files in
conjunction with the Perl MLDBM module. This article presents a
real-world example -- a Web-based voting application -- that
highlights the use of minimal external modules

Internet Voting System Fundamentally
Flawed
01/22/2004 03:07 AMA new internet voting system designed to let overseas US military
personnel cast their absentee ballots online was
heavily
criticized in a report today, suggesting that it's nowhere near
secure, and nothing can be done to make it secure, until some
fundamental aspects of the internet are changed. The report describes
a number of fairly basic ways that the system could be attacked, and
the integrity of votes could be jeopardized. The folks backing the
system brushed off the criticism by saying, more or less, "thanks, but
we don't care - we've got other experts who say it's just dandy, and
we'll pick the experts we like better." Of course, when it comes to
security, it's nice when you can make your critics happy too. You
don't really have the option of just picking the folks who support
what you'd like to believe.

07/16/2004 01:52 PMTwo items at Computerworld.com. First, here's Harris Miller, president
of Technology Association of America (ITAA) on the attempts to stop
e-voting until the machines are reliable: It's not about voting
machines. It's a religious war about open-source software vs.
proprietary software..If you're a computer scientist and you think
that open-source software is the solution to everything because you're
a computer scientist and you can spot all flaws, then you hate
electronic voting machines. But if you're a person who believes that
proprietary software and open-source software can both be reliable,
then you don't hate electronic voting machines. Hmm. It's actually...

Given the accomplishments of computer
technology, it may seem strange that the U.S. has not migrated to
e-voting systems, which are used in other countries. This issue of
Topic in Depth reviews some of the e-voting systems currently in use
and explores some of the political, legal, and scientific issues
surrounding this transition.

The first website from How
Stuff Works (1) gives an overview of e-voting systems. Diebold, one of
the foremost providers of e-voting systems, posts this website (2)on
its system, which also includes an online demonstration. The third
website (3)archives articles from Wired that relate to e-voting,
providing an overview of some of the key issues raised as scientists,
the government and the public debate the decision to use e-voting. Of
course, the U.S. is not the only country making this transition. For
example, this fourth website (4) tracks current developments in
e-voting in Ireland. In addition, the Australian government posts this
website (5) with information on that country's e-voting system and
even posts the open source code for the software. This recent article
(6) by IEEE computer scientists reviews the technological difficulties
involved in secure e-voting systems. Meanwhile, EFF (7) archives legal
cases on e-voting from over the years on its website along with
related materials. Finally, the First Society in Computing (8) reviews
its activities and desire to "ensure the integrity and reliability of
our nation's election process" on this last website. [From The NSDL
