As Connexion by Boeing moves closer to its big 2004 rollout on many airlines, voice over IP (VoIP) looks more likely, too: Connexion has chosen its rugged, in the air AP vendor, and is talking vaguely about how VoIP might emerge on planes. They might also deploy a low-power cellular transmitter that would use the satellite link for backhaul. The first-generation AP on planes, by the way, is 802.11b only -- probably due to regulatory certification issues. The next-generation system will be a/b/g....

As expected, the FCC ruled on the Pulver VoIP petition today, and gave something of a split decision. They claim that "pure" VoIP systems shouldn't be regulated, since they're just like email or any other internet application. However, they're reserving judgment on VoIP systems that more resemble regular phone service, such as Vonage that touch on the PSTN. This seems like something of a cop out, and may be difficult to sustain over time. Most of the "pure" VoIP systems are offering (or planning to offer) gateways that let them connect to the telephone system. Where do they fall along the regulatory spectrum? This would take away the incentive of VoIP providers to connect to regular phone service, creating two different levels of phone service, rather than connecting the two and leading to a more orderly migration. Of course, it still remains to be seen what sorts of regulations they will include for PSTN-connected VoIP. Chances are, they're talking about adding in 911 service and phone-tapping abilities.

It's not "What Hath God Wrought," but it's historic nonetheless: Connexion by Boeing launched its first commercial flight today, with flight 452 on Lufthansa flying from Munich to Los Angeles. The press release and photo were filed (also a first) from the flight at 35,000 feet. Connexion's commercial launch of a single plane is significant, but Lufthansa won't finish unwiring its 80 planes in its long-haul fleet until the end of 2006. In fact, it's possible that fewer than a dozen planes out of a few hundred committed will be ready to go this year. Singapore Airlines yesterday, today it's Japan Airlines: JAL said it will install Boeing's onboard Internet access service on 68 of its long-haul planes. Installations begin in 2004. It will be interesting to watch the wars for Internet connectivity in the air. Frankly, I'm a bit surprised that Seattle-based Tenzing is still around, mostly because it's got to be tough to go head to head with Boeing. Plus the airlines are notorious for being touchy about deploying new technology on board. We'll see…...

Cell phones test positive on AA flight: The days of not being able to use wireless devices from airplanes in flight may be coming to an end. Qualcomm is working on making CDMA-powered devices airliner-friendly.

Jacobs said San Diego-based Qualcomm would spend the next two years testing whether electronic signals interfered with the jet's avionics system. He also said the technology would be improved and the one-second delay would be shortened.

Eventually, air travelers should be able to make calls, download movies and do all sorts of other things with wireless devices aboard jetliners, he said.
