http://www.nl m.nih.gov/news/nnlmelectronic04.html

The U.S. National Library of Medicine recently announced that 40 projects designed to improve access to electronic health information for the general public have been funded through the National Network of Libraries of Medicine. Projects, scattered among 24 states, range from disseminating information on rare disorders, to maintaining Web sites for specific groups, to ratcheting up existing healthcare information Web sites. For example, the Periodic Paralysis Association of Monrovia, Calif., plans to use its grant to develop a Web-based video library to enhance the diagnostic knowledge base for this class of rare neurological disorders. The Florida Gulfcoast North Area Health Education Center and two other partners will expand and support the Florida School Nurse Project, which will include training and access to health information for school nurses and related professionals. And the Mississippi Valley State University James Herbert White Library and partners from local Golden Age Club and Boys and Girls Club will establish a program to train youth and senior adults in locating and using electronic health information. All projects will last up to 18 months. (National Library of Medicine 23 Aug 2004)

From access control to accountability

From access control to accountability 09/21/2004 08:35 AM
In the physical world we rely on eyewitnesses and increasingly, especially in Britain, on cameras. In the virtual world, according to Dan Geer, we're now approaching a critical fork in the road: "To the left, we surveil people. To the right, we surveil data. I'm arguing for data-level file-tracking because if I have to surveil either people or data, I think it's highly important that we choose to surveil the data, not the people. [Full story at InfoWorld.com]
In this column I mention an audio interview with Dan Geer. It's full of unique insights. Listen, for example, to this clip (2 min, mp3), on the value of cross-disciplinary knowledge. Here's part of it: ...

National Institutes of Health proposes
full, open, public access to biomedical
research
09/09/2004 12:44 PM

The National Institutes of Health is recommending that researchers who receive NIH funding make their work available to the world for no cost six months after completion:

Under the proposed policy, journal peer-review committees would vet papers that report results from NIH-sponsored research. Once the journal has edited and published the articles, editors would upload them to a searchable Web site and NIH would make them publicly available within 6 months.
The NIH initially recommended immediate publication, but added the six month embargo as a compromise with publishers, who argued that immediate availability would undermine their business model.
