In the last couple of weeks I applied for a National Science Foundation grant (to go to Antarctica as part of their artists and writers program) and an FAA flight instructor's certificate, both of which involved cumbersome Web-based application systems.  The NSF won't let you proceed with any application unless you tell them your race, your sex, and your "ethnicity" (Hispanic/non-Hispanic).  They say that they won't look at an application unless the cover sheet includes an explanation of how you are going to spend the money in a way that helps what they call "underrepresented groups" (i.e., you're supposed to say how you are going to hire people with particular skin colors or sex chromosomes).

In using the FAA system a few days later it struck me as odd that they didn't ask my race, sex, or ethnicity.  In fact this might be one of the last government agencies that handles applications for its services without regard to race, sex, or ethnicity.  The FAA doesn't say "We really like your skin color, Mr. Airline Transport Pilot certificate applicant, so for you we're going to cut the required number of hours of experience from 1500 to 500."

[In case you're curious, the NSF won't let me know for some weeks but folks who've gotten the grants say that one is almost always denied as a first-time applicant.  I passed my flight instructor test with the FAA examiner (3.5 hours of oral exam plus 1.7 hours of flying a rented Piper Arrow with retractable landing gear).]

One the one hand, you’ve got a minority government that’s just been caught laundering a million bucks through corrupt ad agencies back into its own coffers. On the other hand, you’ve got a weak and divided opposition; I for one am unconvinced they’d govern better. Doesn’t matter; when a government acts this badly it just has to be spanked, pour encourager les autres. Go on Stephen, Jack, and Gilles, pull the damn trigger already and let’s have an election and give the Liberals a dose of opposition. It’ll make us all feel better, and our politics are strongly enough centre-loaded that it’ll be hard for the next government to do too much damage. It’ll probably be another minority government anyhow, which is probably a good thing at this stage.

I'm here in Switzerland at the University of St. Gallen ISC-Symposium again. I spoke at a leadership session last year about Emergent Democracy, but felt I didn't get the most out of the conference because I didn't get a chance to get to know the students who were attending, which is why I came. The 200 or so students attending this conference are chosen from hundreds of paper submissions from all over the world and they are an diverse and interesting group. In the addition to the students, there are a lot of government and business big-shots, but I get a chance to hang out with most of these guys at other conferences. I later found out that my friend Martin has been giving the pre-conference talk to just the students to prepare them for the conference and he said that this was a blast because he got to know the students.

This year, I asked the organizing committee and was able to get them to let me participate in the pre-conference too. Martin and I got a chance to do our respective rants about politics, racism, war and a variety of other topics. We asked the students to talk about what they thought was wrong with the world and their respective regions. It was quite enlightening and we had a great mixing dinner afterwards. There were people from just about every region, but the small number participants from the Middle East and North America was interesting. I could tell that the students were actively networking and I think this process can form the basis of a really important channel of communications for the future.

I talked a bit about the possibility of using social software to support this sort of global networking so I hope everyone takes a look at blogging, wikis and other tools.

As was widely expected, Kevin Martin will be taking over as FCC chair following Michael Powell's tenure. There's been lots of chatter about this, and the general consensus seems to be that Martin will be both good and bad in some ways. However, the most perceptive point may be from Kevin Werbach (who worked at the FCC), who points out that the real trick for an FCC head is to "grok" technology, and not to be a politician. So far, it's not clear that Martin meets that criteria. The FCC position is really a technology job, not a political one -- and playing politician over technologist will end up creating many more problems than it solves.
