use of Unsolicited Commercial Email") is a spam filter that stops spam
by verifying sender identity instead of filtering content. It can stop
the vast majority of spam without the use of a content filter and
without requiring a probable spam or bulk folder that needs to be
checked periodically. As one of the first spam filters that uses
sender identity rather than email content to determine if it is
legitimate, all this can be accomplished quickly using simple,
inexpensive tests. Content filters require frequent maintenance (AOL
estimates that spammers respond within four hours to a change in a
content filter) and require a great deal of processing for complex
techniques such as bayesian, heuristics, fingerprinting, etc. The
techniques spammers use to get past content filters become laughable,
because FairUCE doesn't look at what they say, only at who they are.
It virtually eliminates spoofed addresses, phishing, and even many
viruses with a few cached DNS look-ups and a couple of if/else
statements. Sender identity is the spam-fighting tool of the future.
The author of this technology went from over 400 spams a day to just
one or two. This has been added to the AntiSPAM section of

IEEE released its
one-millionth online technical document to researchers on 22 January
2004. There are now more than one million full-text technology papers,
articles and standards in
IEEE
Xplore, the delivery system for IEEE online publications. The
milestone document, "Novel Frame Buffer Pixel Circuits for
Liquid-Crystal-on-Silicon Microdisplays," was published in the January
2004 issue of the
IEEE
Journal of Solid-State Circuits. The paper was written by IEEE
Members Sangrok Lee and James C. Morizio and IEEE Fellow Kristina M.
Johnson. The authors are with the Electrical and Computer Engineering
Department, Pratt School of Engineering, at Duke University in Durham,
NC. The paper may be read for free
here (Adobe Acrobat Reader required).

milestone illustrates IEEE's importance as the primary source for
current technical literature." said IEEE publications director Anthony
Durniak. "The publications of IEEE's many Societies and Councils cover

yesterday announcing that the NASA
Tumbleweed, a two-meter beachball-shaped robot, had completed a 70
km roll across Antarctica's polar plateau. The robot left the NSF
Amundsen-Scott South Pole Station on Jan. 24 and made the journey in 8
days propelled by wind at up to 30 kph (average speed was 1.3 kph).
The
Tumbleweed is a mini test
version of an eventual 6 meter
robot designed to roll across Mars at 25 kph, bouncing over rocks
as large as 1 meter. The robot can with withstand impacts of up to 30
m/sec
so no parachute is needed for landing.
