The Economist has an article (subscribers only) quoting me about municipal WiFi networks, like the one Philadelphia is proposing. Local phone and cable companies have been fighting these proposals, even pushing legislation banning cities from deploying broadband connecting for their residents.

The point I make in the piece is that a city-wide WiFi cloud in an urban area is not identical to the wired broadband networks companies like Verizon and Comcast are deploying. In other words, free or cheap WiFi municipal access doesn't automatically kill the private broadband market, because these municipal systems don't provide the same throughput, reliability, or indoor coverage. They help at the margins, for areas that are under-served by the existing broadband options or where those options are too expensive. And they expand the scope of broadband access beyond the home, by covering outdoor areas and public places. They just aren't equivalent to what the private sector is building, and shouldn't be precluded on that assumption.

In case it's not clear from the piece, I'm well aware that nothing about WiFi technically prevents it from being used as a broadband access technology, across large distances. Hundreds of wireless ISPs, mostly in rural areas, use it to provide connectivity where cable modems and DSL aren't available. In a city, though, the environment is different. WiFi can be a piece of the broadband puzzle there too, which is why municipalities are getting involved. I think that's a great thing. However, we should be clear on exactly what capabilities those systems provide.

A few weeks ago I got Chrisalis Developemnt's WiFi Seeker, a convenient keychain-sized wireless network locator. Marware's recently announced WiFi Spy is a rebranded version of the same device, so it should perform identically.

To locate a wireless network simply press the button and watch the LEDs. When the lights stop sweeping back and forth, the number that remain lit will show the strength of the wireless signal. If the lights continue to sweep back and forth, you're not in range for any wireless network. Unlike other devices, the WiFi Seeker isn't fooled by other 2.5 GHz signals like microwave ovens or cordless phones, and it doesn't depend on 802.11 client activity to detect the access point. It detects both 802.11b and 802.11g.

Three individuals are being sued by Apple for illegally distributing test copies of the Tiger OS on a file-sharing website, Reuters is reporting today. Apple claims in its suit that two different versions of Mac OS X, code-named Tiger, were made available on the Web on or about Oct. 30 and Dec. 8 of this year. The company has said it will ship Mac OS X Tiger in the first half of 2005, after previewing it to the Mac community at a trade show last June. Apple said in its lawsuit that the two different versions of Tiger were made publicly available by the men, who were members of the Apple Developer Connection. Members of Apple Developer Connection receive advance copies of Apple software under strict confidentiality agreements, which we take very seriously to protect our intellectual property, the company said in a statement. According to the suit, the men released the software on a Web site that employs BitTorrent file-sharing technology, which is used to rapidly distribute large files of electronic data, and is also widely used to distribute pirated copies of motion pictures via the Internet. Yesterday, Apple filed a lawsuit against unnamed individuals who leaked details about new products by posting information on the Internet.

According to today's Independent (a UK broadsheet) and Intel, only a 1/3 of people living in the United Kingdom know what WiFi is. WiFi, which stands for Wireless Fidelity, allows mobile users to connect their laptops to the internet and other devices without having to use standard hardwire networks.

The survey, conducted recently, found that many people thought that the phrase WiFi was cockney rhyming slang (e.g. Dog and Bone : Phone) for "Wifey". Other people who participated in the survey answered that they thought Wifi was a Japanese island, or an exotic fruit.

Asides from showing a shocking level of IT ignorance in the UK, the results do highlight Intel's attempts to get Britain wirelessly connected. Combined with a motivation for shifting Centrino packages, Intel is really hoping to raise awareness and get people using the wireless hot spots they've been setting up with BT over the last year. Intel and the Wireless industry would love to see the UK brought up to the same level of wireless proliferation as in the USA.

We've already written a bit about the massively overhyped story concerning Philadelphia government types thinking about covering the city in WiFi, but now the story is generating a big debate over municipal WiFi. MIT's Tech Review kicked it off by suggesting municipalities generally shouldn't be offering WiFi, because the costs of maintaining such a system are high and it's going to come from the taxpayers. Muniwireless shoots back accusing the article of being one-sided while ignoring plenty of successful muni wireless implementations. There are a lot of different issues here. On the technology side, it still seems like WiFi might not be the best solution, but that's (perhaps) a different discussion for a different post. The question of municipal providers of service opens up a whole different can of worms, many of which have been discu ssed before. Municipalities believe they can offer better service, stimulate the local economy and generally do a good thing for their constituents. Those against it, point out that it has the potential to waste taxpayer money in an area where private competition may be better suited. Of course, there's a third argument that gets almost no attention in all of this. If the government were to consider bandwidth to be something of a natural monopoly, then why not have the government build the backbone, but let anyone offer service on it? The benefit is that competition remains at the service end, and efforts aren't wasted duplicating the same technology buildout on the backend. The risk, however, is that the government would choose the wrong technology (maybe the question of whether WiFi is the wrong technology is relevant to this discussion after all) or do a bad job on the implementation. Already, many residential broadband offerings are a monopoly or duopoly situation, suggesting some market failure -- though that may simply be a function of time and technology (certainly wireless ISPs would like to think so). Still, most opposition to muni broadband is coming just a bit too loudly from providers in those monopoly/duopoly situations -- suggesting they know the real competitive threat isn't from upstarts, but from the government breaking control over their monopoly. No, muni broadband (wireless or otherwise) may not be the most efficient use of taxpayer money based on the way most locations are implementing it, but that doesn't mean the current broadband providers are doing a very good job serving their markets either. Letting local governments offer up broadband connectivity while letting others openly offer services on those networks is a model takes away many of the downsides of municipal broadband offerings while also fixing the market failure that has lead to less competition.

Something to look out for when you travel: hotels advertising "Free High-Speed Internet" may be fudging the terms just a little bit.

I stayed in a hotel in New Jersey once that advertised this. I was all excited to get my laptop hooked up and check my email when I discovered what it really meant —

They had some kind of Web TV thing. You got high-speed service to about 15 sites on the television: CNN, the New York Times, and a few others. To get "Free and Unrestricted High-Speed Internet," you had to pay $14.95 a day. And even then, you were still hampered by this crappier-than-WebTV interface that my Web mail refused to work for.

Needless to say, I was a little irritated. Now I never take "Free High-Speed Internet" at face value again. I always ask at the front desk. Not all hotels are this way (this one, in particular, was great), but has anyway else encountered this same problem?

Broadcom introduced an 802.11g chip at CES that promises to burst up to 125 Mbps: Buffalo Technology also introduced the first product to use the chip, the AirStation Router-g. Broadcom said it achieved the performance gain with technology that closes the timing gap between data packets. The chips use just one channel to transmit. Broadcom says the chips are compatible with standard 802.11g gear and won't cause service degradation on nearby networks. Broadcom is behind many of its competitors that have already introduced higher speed chips. Atheros offers a chip that can burst to 108 Mbps used by Netgear and D-Link. That gear, which employs several methods to achieve the higher throughput including channel bonding, degrades the performance of nearby Broadcom networks. It doesn't have negative affects on all nearby networks, though....
