As was widely expected, Kevin Martin will be taking over as FCC chair following Michael Powell's tenure. There's been lots of chatter about this, and the general consensus seems to be that Martin will be both good and bad in some ways. However, the most perceptive point may be from Kevin Werbach (who worked at the FCC), who points out that the real trick for an FCC head is to "grok" technology, and not to be a politician. So far, it's not clear that Martin meets that criteria. The FCC position is really a technology job, not a political one -- and playing politician over technologist will end up creating many more problems than it solves.

Photo 6For some time I've been meaning to hook up with Pierre Omidyar, the founder and Chair of eBay. We finally got together at lunch earlier this week in Redwood City, where his foundation is based. I'd heard Pierre is just about the most down-to-earth, "normal" fellow one might want to meet, it in fact it turned out to be true. He kicked out of Valley life in 1999 and moved to the desert outside Las Vegas (he also spends a lot of time in France). He comes back every so often for eBay meetings and to meet with his foundation staff, and it's this foundation that really gets him up in the morning these days. He's made news recently by announcing a new strategy for the organization, one which blends a bent for social change with capitalism - in other words, he's expanding from philanthropy into the investment game, but he plans to focus on businesses that connect people to each other to create the kind of wholesale change that eBay did. Omidyar repeated to me a very repeatable observation: that eBay has been the vehicle for millions of strangers to establish relationships of trust with each other.

Hence his investment in Meetup, for example. It's the first business Omidyar has seen with the same ability to connect folks for social good. Good for Scott!

Pierre and I had a good lunch, talking over many issues for the book. But really, our conversation always came back to community, the core driver of value at eBay. We discussed Tim's concept of the "architecture of participation" and how critical it is in the Web 2.0 world, and how much of the media world has yet to grok it. You can't outsource participation to the ghettos of discussion threads, in other words. The online media world is still looking for its Pong, as Martin, says, but I think we're getting close. Publications are essentially reflections of communities. And I believe the best blogs are publications, in a very classical sense.

In any case, those were the kind of tangents we took during lunch. We did talk search and SFO and such, but I've gotta save that for the book.  [John Battelle's Searchblog]

So Kevin Martin has been named the new Chairman of the FCC. This is not exactly a surprise, although I'm a bit curious why it took so long -- there must have been some Congressional horse trading in the background.

As a told a reporter earlier this afternoon, Kevin has all the tools to be a successful FCC Chairman. He knows the agency and the White House, and he's more flexible and intellectually sophisticated than people give him credit for.

On the other hand, Martin has his work cut out for him. Michael Powell is a tough act to follow. And many critical issues raised during Chairman Powell's tenure -- from regulation of voice over IP to spectrum policy to universal service reform -- remain unresolved.

Moreover, to be an effective FCC Chairman in the 21st century, you have to grok technology. Deep down, you have to appreciate how quickly the world can change, and how many of the assumptions the communications industry is based on will likely be overturned. This doesn't mean being a professional technologist. Powell got it. So do some executives who come from the telephone business, like Jim Crowe and Dave Dorman.

Martin is certainly smart enough and interested in what the tech sector thinks, but the question is whether he's willing to step out of the FCC's Beltway box. Listening to what the telcos say about fiber deployment isn't the same thing as promoting technological innovation. I'll keep my fingers crossed.

One the one hand, you’ve got a minority government that’s just been caught laundering a million bucks through corrupt ad agencies back into its own coffers. On the other hand, you’ve got a weak and divided opposition; I for one am unconvinced they’d govern better. Doesn’t matter; when a government acts this badly it just has to be spanked, pour encourager les autres. Go on Stephen, Jack, and Gilles, pull the damn trigger already and let’s have an election and give the Liberals a dose of opposition. It’ll make us all feel better, and our politics are strongly enough centre-loaded that it’ll be hard for the next government to do too much damage. It’ll probably be another minority government anyhow, which is probably a good thing at this stage.

I'm here in Switzerland at the University of St. Gallen ISC-Symposium again. I spoke at a leadership session last year about Emergent Democracy, but felt I didn't get the most out of the conference because I didn't get a chance to get to know the students who were attending, which is why I came. The 200 or so students attending this conference are chosen from hundreds of paper submissions from all over the world and they are an diverse and interesting group. In the addition to the students, there are a lot of government and business big-shots, but I get a chance to hang out with most of these guys at other conferences. I later found out that my friend Martin has been giving the pre-conference talk to just the students to prepare them for the conference and he said that this was a blast because he got to know the students.

This year, I asked the organizing committee and was able to get them to let me participate in the pre-conference too. Martin and I got a chance to do our respective rants about politics, racism, war and a variety of other topics. We asked the students to talk about what they thought was wrong with the world and their respective regions. It was quite enlightening and we had a great mixing dinner afterwards. There were people from just about every region, but the small number participants from the Middle East and North America was interesting. I could tell that the students were actively networking and I think this process can form the basis of a really important channel of communications for the future.

I talked a bit about the possibility of using social software to support this sort of global networking so I hope everyone takes a look at blogging, wikis and other tools.

Blogger and MSNBC combat correspondent Kevin Sites has returned to assignment in Iraq after a short break home in the US. A year ago last Friday, the famous statue of Saddam Hussein in Baghdad was toppled; Kevin has posted a new essay about the state of Iraq since then. But in light of the multiple hostage situations in Iraq right now, I want to mention one thing that he does not. This also marks the one year anniversary of his capt ure and subsequent release by Iraqi Fedayeen soldiers. We're glad that this story ended with Kevin free and unharmed. Snip from his latest post:
How did things turn so bad so quickly--in which a scattered insurgency gains broader support and the coalition Shiite alliance begins to crack? Some critics say it's a combination of a year of mismanagement by the Coalition Provisional Authority in which the lives of most Iraqis have not improved much since the reign of Saddam Hussein and the hardball tactics of occupation military forces that are alienating the people they were intending to help.

One member of a Ramadi-based Sunni insurgent cell who calls himself "Continuous Jihad" says the Coalition hasn't delivered on anything. "They break into houses in the middle of the night and arrest innocent people," he says, "and they've given us less then we had under Saddam. People are jobless, they distort our religion, and they're taking our oil and living in Saddam's palaces. Nothing has changed. They've become like him, yet they pretend they're here to help us."
