Two senators counter Rep. Sessions's pro-incumbent bill with a pro-community networking bill: Pete Sessions, former SBC employee whose wife works at the company and who maintains direct ownership of large Bell stock and option holdings, introduced a brief and terribly broad bill that eliminates essentially all forms of municipal ownership and outsourcing of broadband. The bill he wrote is broad enough to shut down future airport Wi-Fi and other projects beloved by private forms. Republicans and Democrats alike enjoy accusing judges of bias when they have a direct interest in the outcome of a case; shouldn't conflict of interest apply for legislators without blind trusts, too? Senators McCain and Lautenberg's alternative is the Community Broadband Act which will be incorporated into a telecom reform bill, and is backed by the National League of Cities and other groups. While I have written consistently that municipal broadband isn't a universal panacea as it is offered portrayed, I also believe strongly that local self-determination on critical development issues is as American (and conservative) as apple pie. Telcos try to paint local municipalities as competing in the same industry they regulate. But municipalities have little to no power over telcos, only state agencies and only in limited ways when telcos act as public utilities--which doesn't include broadband in many states....

On August 20-22, 2004, Champaign-Urbana Community Wireless Network <http://www.cuwireless.net> , Free Press <http://www.freepress.net/ind ex.php>, and Prairienet Community Network <http://www.prairienet.org> will host the 2004 National Summit for Community Wireless Networks. It will be the largest community wireless networking event to date and will bring together technology and policy leaders, decision-makers, students, researchers, and other participants in wireless networking and community networking initiatives for the express purpose of discussing policy issues and practical solutions to problems facing community wireless networks.

Researchers and developers will present breakthrough technologies for public service broadband applications.  In addition to discussing technological challenges and best-practices models, the event will facilitate the critical alliance of local technologists and national policy advocates. These meetings will build strategic plans for expanding the deployment of community wireless networks and for ensuring that the federal government regulates spectrum to increase unlicensed access.

The Summit will be hosted in the Siebel Center for Computer Science <http://siebelcenter.cs.uiuc.ed u/> at the University of Illinois at Urbana-Champaign <http://www.uiuc.edu>. Opening day activities will begin at 3 PM on August 20th and will conclude in the afternoon of August 22nd.

The University of Illinois at Urbana-Champaign will host the 2004 National Summit for Community Wireless Aug. 20-22: The event is organized by CUWiN (C-U Community Wireless Network) which is working on an open-source mesh project, and Prairienet, with the help of other groups and individuals. Their goal is 100 attendees from across the U.S., and they're attempting to raise funds for travel stipends for groups that would otherwise be unable to afford to send a representative. The mission is statement is that the conference will focus on grassroots action, impacting national regulations and policies, and building a coalition of local groups, researchers, policy leaders, decision-makers, and community activists. The cost is low: $30 for students and low-income; $75 for all others. They're encouraging press to attend, as well....

Some folks from Mobile Pipeline have been out and about in North Carolina testing Nextel's wireless broadband test system using Flarion's FLASH-OFDM technology that generated so much attention earlier this year. The reviewers are quite impressed. They found it an adequate replacement for fixed broadband, but (more impressively) discovered it worked almost as well in motion, while driving around. Mobility is where the real power of wireless broadband will be - because it will let people do things that they simply can't do now. It's worth noting, of course, for all the talk about WiMax, the mobile WiMax standard is still a ways away, and all the initial deployments will only be focused on fixed offerings. Nextel, of course, still hasn't committed to Flarion, and is known to be testing a few other wireless broadband solutions as well (though, with less fanfare). However, no matter what technology (or technologies) you're betting on, it looks like real mobile wireless broadband is on the way.

i930_ebay.jpg imageSomeone is pre-selling a Motorola i930 Windows Smartphone -- the as-yet unreleased clamshell for Nextel -- on eBay, but there's a catch. The auction isn't for a leaked prototype or anything like that, but instead just the promise of being the first to get one when they hit the street in the fourth quarter of this year. Unfortunately, the auction is just parroting the standard ad copy we've seen floating around for the i930, and doesn't clarify if the i930 is still running the old and rusty Windows Smartphone 2002. Reuters reports that the FCC commissioners voted 5-0 in favor of what sounded like a Nextel plan to reorganize an ugly band: Nextel owns tiny slices of a very ugly chopped up range in the 700 and 800 MHz, and their proposal was to reorganize it so that the public-safety purposes to which other slices are put can be consolidated and provided with more reliability. For their part, Nextel would receive a contiguous range in the 1.9 GHz band, and be less likely to cause interference in public-safety bands--which many blame not on Nextel but on the equipment used for fire, police, and emergencies--and have an easier time in providing cellular coverage at those higher frequencies. The FCC values the deal at $4.8 billion, but will give Nextel credit for $1.6 billion in returning the lower-band frequencies. Nextel has to put up a line of credit for $2.5 billion to cover relocation costs, which are allowed to exceed that amount. If Nextel's final bill is less than $3.2 billion, they have to pay the government the difference. Nextel's response was muted; they had wanted to pay $1.36 billion. Other cellular operators were complaining that the deal gave Nextel too much; it looks like the FCC chose this approach to make it worthwhile to public safety without letting Nextel off the hook....
