The CDC recently issued new HIV prevention guidelines that would mandate all organizations that get any federal funding to submit all surveys, curricula, web materials, posters, ads, brochures, etc. to new community-based Policy Review Panels. Politically appointed censors rather than health officials will now decide what's acceptable in terms of HIV prevention and education. Materials must promote abstinence and include a message about the ineffectiveness of condom use in preventing the spread of HIV and STDs. There is a period of public comment on the new regulations until August 16. - more inside -

The tsunami-warning blame game -- could the National Oceanic and Atmospheric Administration have done a better job alerting Indian Ocean countries after learning of the earthquake? -- takes a new turn Thursday. The Washington Post reports that the Comprehensive Test Ban Treaty Organization, based in Vienna, surely would have picked up the earthquake "but it had no chance to alert governments in the region because its offices were closed for the holidays." In fact, the network doesn't even possess a communication system capable of channeling early warning signals to the region. Should it? Writes the Post: "Bernard Massinon, a French seismologist who serves as scientific adviser to the test ban organization, said the agency's seismic stations -- including eight in Indonesia, Thailand and Sri Lanka -- could technically be linked to an early warning system for earthquakes and tsunamis if member states decided to do it. 'Could we help by providing real-time data from this network?" he said. "The answer should be yes.'"

  • NY Times: A Disgraceful Campaign Speech. There is a danger that we'll be hit again no matter who is elected president this November, as President Bush himself has said on many occasions. The danger might be a bit less if the current administration had chosen to spend less on tax cuts for the wealthy and more on protecting our ports, securing nuclear materials in Russia and establishing an enforceable immigration policy that would keep better track of people who enter the country from abroad.
  • On another thread here, some Bush-Cheney defenders are gamely pretending that the full context of Cheney's remarks shows he didn't mean exactly what he said. The full text of those remarks -- whether you use the one from the White House or the news organizations -- doesn't support this defense. He said (White House version):
    Because if we make the wrong choice, then the danger is that we'll get hit again, that we'll be hit in a way that will be devastating from the standpoint of the United States, and that we'll fall back into the pre-9/11 mind set if you will, that in fact these terrorist attacks are just criminal acts, and that we're not really at war. I think that would be a terrible mistake for us.
    The key word in that sentence is "and" right after "United States" -- and it shows that Cheney was unartfully making separate but related charges, first that electing Kerry would lead to another attack and second that that we'd return to the pre-attack mindset. Certainly, adding the second part of the sentence adds a bit more nuance to Cheney's positions than the original AP story suggested. A bit. (Good heavens, maybe nuance does matter after all -- even though Bush has constantly mocked Kerry for his insistence that there are some gray areas here and there in public policy.) But Cheney was quite clear in what he said in the first part, and it was outrageous. Period.

    The folks over at the National Weather Service were a bit surprised yesterday when they saw that they had put out an "impending blizzard warning" when they were all sitting around marveling out how nice the weather actually was. Turns out that someone in another office had sent out a test message that accidentally went live. Then, thanks to our automated world, the winter storm warning started appearing all over the internet on weather pages that simply take information from the National Weather Service and repost it. The only thing I can think of is that this is the first time I've actually seen the weather people admit that they were wrong.
