Wednesday announced a number of VOIP (voice over Internet Protocol) initiatives, such as a program to develop common standards for the technology and an expansion of its international VOIP remote worker pilot project. But as the company tries to draw more corporate users to VOIP, its own research, also published Wednesday, showed that concerns about the quality of service continue to dog the market as a whole.

While the FCC continues to take its sweet time figuring out issues concerning VoIP regulation, various states (and now even the IRS) continue to try to squeeze the new technology for as many taxes as they can -- potentially slowing down the rollout of this new technology. Politicians in Congress appear to be hearing enough about this that they're practically shoving each other aside to move all "advanced internet communications services" out of the regulatory grips of state governments and giving all the control to the FCC. While getting it away from state governments (whose only goal appears to be raising the amount of taxes they can bring in, with no concern to the impact of raising taxes on new technologies) is a good thing, it's not clear that the FCC will be all that helpful either. It certainly raises a question about why VoIP should be regulated at all if it's just an application on the internet?

As expected, the FCC ruled on the Pulver VoIP petition today, and gave something of a split decision. They claim that "pure" VoIP systems shouldn't be regulated, since they're just like email or any other internet application. However, they're reserving judgment on VoIP systems that more resemble regular phone service, such as Vonage that touch on the PSTN. This seems like something of a cop out, and may be difficult to sustain over time. Most of the "pure" VoIP systems are offering (or planning to offer) gateways that let them connect to the telephone system. Where do they fall along the regulatory spectrum? This would take away the incentive of VoIP providers to connect to regular phone service, creating two different levels of phone service, rather than connecting the two and leading to a more orderly migration. Of course, it still remains to be seen what sorts of regulations they will include for PSTN-connected VoIP. Chances are, they're talking about adding in 911 service and phone-tapping abilities.

I was stunned to see Shrek 2 cross-marketing everywhere. A huge orange poster describing April as national "write-a-letter" month featured Princess Fiona swooning over a love letter from Shrek. The jive-talking donkey winked at me from the shipping rates/times table above the counter, which featured the quip: 'we haul it fast.' [hoho!] I guess it's an inevitable consequence of the Postal Service being spun off as an independent business unit that sooner or later, the spaces inside it would be sold off for marketing dollar. It's just the last place I expect to be inundated with 'see-our-movie' marketing but as time goes by, no space is kept sacred from advertising. It will likely get worse.
