While I'm sure many will take this article and assume it's about the new national "do not call" list, that's not actually the case. It is, however, the first major attempt by a federal agency to fine a company for violating do not call rules. In this case, the FCC is about to fine AT&T $780,000 for 78 phone calls to 29 people. The violation isn't of the national "do not call" list, but of the internal AT&T "do not call" list that they're required to keep if anyone requests that AT&T not call them. Still, it clearly shows that the FCC is pretty serious about cracking down on bad telemarketers.

Over in Australia, the government is sending out a set of camera phone guidelines to schools suggesting they implement the rules to deal with the growing popularity of camera phones. The rules include banning the use of camera phones in locker rooms and bathrooms, as well as disciplining those students who use camera phones to cheat or bully other students. These are all actions that require punishment, but I'm wondering why the technology needs to be singled out. I would assume that it's pretty obvious that you shouldn't be taking pictures in a locker room or bathroom. Isn't that already "banned" by the school? Similarly, bullying or cheating seems like the type of thing that the school already has rules against. Why create a separate classification that involves the use of a camera phone. All it does is demonize the technology, rather than the action. Even worse, those who came up with the guidelines admits that there's no known problem with camera phones in schools - but they're trying to stop it before it becomes a problem. So, they're trying to solve a non-existent problem by putting in place rules that are already in place. That seems positively useless.

A brief "how this stuff works" piece on VoIP I wrote for the current issue of Wired Magazine:
Regional and long-distance carriers, facing extinction, are lobbying government officials for protection. California, Minnesota, and at least nine other states are pushing for some sort of regulation, and the FCC is weighing its options. Meanwhile, big telecom is joining the party. International voice carrier Teleglobe is acquiring a VoIP wholesaler, and others are poised to follow suit. Cox, Comcast, Cablevision, Qwest, and Time Warner are also rolling out VoIP offerings. Their existing customer bases, fat pipe IP infrastructures, and coveted "last mile" connectivity create a powerful triple threat. And, as more telecommunications monopolies around the world open up for competition, the cost savings promised by VoIP seems destined to spark a market shift as dramatic as the one that followed US telecom deregulation decades ago.
