THINK
GLOBAL, ACT LOCAL: PETER SINGER'S
ONE
WORLD
04/23/2004 09:24 AM
If
you're a regular reader of this blog, you probably know that I'm
opposed to unregulated 'free' trade, very worried about the
extraterritoriality of the WTO, NAFTA, Davos and other corporatist
captives, strongly opposed to domestic corporations 'offshoring' jobs,
using influence with the Bush regime and other right-wing governments
to circumvent social and environmental laws and responsibilities, and
a
great believer in taking the pledge to buy local, and in community
self-sufficiency.
At the same time, I'm a strong supporter of the UN and other
multi-lateral NGOs, and I believe that we each have a responsibility
for the well-being of all the people and creatures of this world. Some
readers have said this view is inconsistent, and I wasn't quite sure
how to respond to such charges. Fortunately, Peter Singer, in his
recent book on global ethics, One World: The Ethics of
Globalization,
has come to my rescue. Singer sees no inconsistency between strong
local autonomy, community, and self-sufficient economies on the one
hand, and global responsibility on the other. The book is based on the
Dwight Terry lectures at Yale in 2000, but has been updated to
incorporate reflection on the events of 9/11 and the appalling Bush
social, environmental and economic record.
I'll have more to say next week about Bush's fraudulent and despicable
Earth Day media blitz, and the major media's shameless lack of
critical
evaluation of the utter nonsense that his propaganda machine has been
churning out this week on the environment -- newspeak of Orwellian
proportions. The first part of Singer's book deals with environmental
responsibility, and his prescription for increasing it -- immediate
ratification of Kyoto by the US and other holdout countries, and
introduction of an emissions trading mechanism to make the realization
of Kyoto feasible (subject to the need for some oversight on the
disposition of the proceeds of such trading when it involves
autocratic
governments).
The second part of the book deals with the global economy, and Singer
adroitly tears apart the Economist's (and other neocons') naive
assertion that economic globalization somehow benefits both rich and
poor countries. He then goes on to prescribe a substantial reform of
the WTO and the GATT, which could actually lead to more equitable
distribution of wealth and more efficient production of economic
goods,
while safeguarding human rights, labour and the environment.
Unfortunately, the multi-national corporations and corporatists who
hold sway in the WTO would never tolerate Singer's prescription, since
it would entirely divert the benefits of economic globalization from
their pockets to those of the world's poor.
The third part of the book deals with international law, and Singer
lashes out at Bush for his unconscionable refusal to ratify the
International Court of Justice, and for the UN's continued hesitancy
to
accept a duty (not a right) to intervene in situations of genocide and
other humanitarian crises, even within a single nation. Singer is
sanguine about the limitations and dangers of 'global government', but
supports strengthening the UN to enable it to act as a 'protector of
last resort', and including in its mandate the responsibility to
supervise elections in all
member nations.
The fourth and final part goes back to ethical principles and proposes
that countries must, in this world where national boundaries no longer
have any logistic meaning, set aside national interest and embrace,
once and for all, global interest, impartially. That does not mean
cultural homogenization, but imposes a responsibility for the
reduction
of inequality, both of economic resources and personal rights and
freedoms.
Always the pragmatist, Singer concludes by worrying out loud about how
the responsibility for a global ethic could be managed:
It
is widely believed that a world government would be, at best, an
unchecked bureaucratic behemoth that would make the bureaucracy of the
EU look lean and efficient. At worst, it would become a global
tyranny,
unchecked and unchallengeable. These thoughts have to be taken
seriously. How to prevent global bodies becoming either dangerous
tyrannies or self-aggrandizing bureaucracies, and instead make them
effective and responsive to the people whose lives they affect? It is
a
challenge that should not be beyond the best minds in the fields of
political science and public administration.
I'd like to believe that this was possible, because if it isn't, we're
in serious trouble. We cannot expect national governments to set aside
parochial interests, especially when this entails accepting a
responsibility that would, for the richer nations, inevitably lead to
a
drastic redistribution of wealth to poorer nations and hence a sudden
and sharp reduction in, at least, economic living standards (if not
necessarily well-being). But as John Ralston Saul has so eloquently
argued, larger organizations and institutions, whether public or
private, are almost always, and inherently, less efficient, less
agile,
more resistant to change, more hierarchic, and less transparent than
smaller organizations. So the challenge is to achieve the best of both
worlds, having organizations of global scope and authority and
responsibility, but broken up into sufficiently small, autonomous and
dynamic units that they are sensitive, resilient, responsible and
responsive to the people and communities they serve. We can only hope
that "the best minds in the fields of political science and public
administration", wherever they are, are up to the task.

Welcome to the revolution: Phase 3
Welcome to the revolution: Phase 3
09/19/2004 02:07 PMThey say every revolution begins with a single act of defiance. And
whether that defiance has come in the form of religion, government or
manufacturing, it has always stemmed from some form of repression.
Now, it seems, the repression is clutter, desktop real estate and
gravity, and the revolution is being led by Apple.
Since we first learned the world iMac, the all-in-one leader has shed
20 pounds and 10 inches, picked up 1792MB of RAM and 1.568GHz of CPU
power, and sold 7.5 million units. Through all this, the iMac has
become a cultural icon and, to the not-so-knowing public, has come to
mean any computer that runs Mac OS.
It saved a company — twice. It redefined the idea of desktop
computing and gave people a reason to keep their CPU at eye level. It
introduced the PC as an art form, and proved once and for all that
computers weren’t just for businesses and geeks. It helped bring the
Internet to the masses, demystify e-mail and boost the potential of
the personal computer — even as iTunes, iMovie, iPhoto and the
iPod came along, they functioned as additions to the centerpiece that
was — and still is — the iMac.
And now, those lucky few who were among the early risers on Aug, 31,
are basking in the latest revolutionary glow.
Enjoy it while it lasts. Just two short years ago, the iMac G4 was
considered revolutionary, and now Apple has once again upped the ante,
making the previous design look clumsy and bulky, and (dare I say it)
old-fashioned.
Of course, no revolution is complete without its dissention, and
— as per usual — there are a fair number of philistines
who have taken to mocking its design and taking swipes at what is
arguably its only design flaw: its not-so-proportionate torso.
And so it goes. What's sleek and exciting will become outdated in
about two years. Even more so than the Power Mac or the PowerBook, the
iMac has an uncanny ability to best itself with each redesign, making
what was once eye-catching ordinary.
And that's not even to speak of performance.
So where does Apple go from here? With a G5 chip, the new iMac
represents a significantly earlier adoption of a cutting-edge
processor. The iMac scored a G3 just 10 months after it was unveiled,
but the Power Mac G4 quickly erased any comparisons between consumer
and professional.
It took nearly three more years for the iMac to get a G4 chip. Then,
Apple took the wraps off the G5 the following spring.
While it seems as though the G5 chip is here to stay, could we be in
store for a G6 in 2005? Apple has traditionally kept a fair amount of
CPU space between its consumer and professional models, but now, the
G5 represents a viable alternative for would-be Power Macers. With a
built-in 20-inch screen, 2GB of RAM, a 250GB hard drive and a
SuperDrive, it's certainly a capable machine — much like the
Power Mac G4 and the Flat Panel iMac in early 2002.
Keep your eyes on the horizon, because if history is any indicator,
IBM and Apple have a few chips… er, tricks, up their sleeves.

Apple Dumbing Down Peripherals?
Apple Dumbing Down Peripherals?
12/17/2004 06:43 PMOn my drive to lunch today I flipped the radio over to Rush Limbaugh, just as the Big
Loveable Fuzzball was going off on a rant about his brand spanking new
30' Cinema Display
(probably attached to a liquid-cooled dual 2.5GHz G5 no less! I guess
that's one of the perks of being the host of the most popular talk
radio show in history.) He was frustrated because with the new display
there is no way to start the computer up without reaching down and
hitting the power button on the tower — and of course the tower
is under his desk, so he's got to get down on all fours to get to it.
Previous Apple monitors he'd used had a power button on the monitor
that would boot the computer up when pressed. Rush complained to his
tech geek, who in turn called Apple's tech support, and was told that
the new display was designed that way. From the explanation Rush got,
he saw it as the loss of a great feature — the integration of
monitor and computer — ruined by Apple dumbing down the new
generation of monitors to make them work with PC's.
Technically, the change in operation is due to the ADC connector
being phased out on Apple gear in favor of the more industry standard
DVI. The only computer that is officially supported to run the $3300
30 inch Cinema Display is the G5, with the $600 NVIDIA Gforce 6800
Ultra DLL, so I doubt Apple is expecting to sell many to PC users (you
PC guys can just drool in green-eyed jealousy!)
I doubt that knowledge would keep Rush from complaining, and he
really didn't bring it up to complain. He ended his rant by asking for
some enterprising individual in his audience (of millions) to come up
with a hack of some sort to bring back that old functionality.
I have just the trick for him: All he needs to do is either 1) put
the machine into sleep mode instead of shutting it down; then it would
wake up when he hit the keyboard. Or 2) with Fast
User Switching activated, he could log out instead of shutting
down. The monitor would sleep after a predetermined length of time,
and he'd only need to log back in, ready to roll without having to
wait for the thing to boot up.
Now the only thing for me to do is sit back and wait for El Rushbo
to read my brilliant suggestions and put them to use. This ought to at
least be worth a free subscription to Rush
24/7, don't you think?
XBox 2 Peripherals To Work on PCs
XBox 2 Peripherals To Work on PCs
09/23/2004 05:46 PMGamespot has a pretty informative interview with one of Microsoft's
XNA strategists (Dean Lester, the Windows Gaming general manager, in
fact), and while there's lots of goobledegook about giving "Level"
ratings to PCs to determine what sort of games they are capable of
playing ("I had a Level 5 machine, but the new video card puts me
firmly in 6.4 territory, although since I traded in my aluminum case
for one with better armor class, my encumbrance drops my THAC0 to...")
there's also some juicy bits about the Xbox 2 in there, as well,
including work that Microsoft plans for all Xbox 2 peripherals to work
on PCs, as well. Either than means all PCs are getting an Xbox add-in
card, or we're pretty looking at something like USB (the existing Xbox
controllers are essentially USB already, in fact).
This had already been happening to some extent on consoles already.
Many USB peripherals like steering wheels work fine on a PC or
Playstation 2 (which has proper USB ports), but it will be nice if
this is embraced by the manufacturers instead of given an occasional
nod.
