the FCC to clarify whether universities can ban Wi-Fi networks: The
University of Texas recently banned students from setting up their own
Wi-Fi networks, stating that the independent networks were interfering
with a free university-maintained network. The FCC told the
Association of College and University Telecommunications
Administrators that schools can prohibit students living in campus
housing from building wireless networks. But, if the school leases
residential property where students live, they can't restrict the use
of wireless networks. The right of the University of Texas to forbid
students from using their own wireless networks will depend on who
owns the building the students live in....

forbidding students from building their own Wi-Fi networks, rescinded
the policy: The action of forbidding the networks created quite a buzz
online. University officials referred to an FCC notice posted in June
that makes it clear that the FCC is the only body that has
jurisdiction over the airwaves. While universities have some control
over what students do in student housing, in this case, the student
building is not owned by the university. That means the university has

apparently refused to allow its members to participate in a film
project--because the project would be licensed under a Creative
Commons license:"
The MEAA Board decided that it could grant none of the
dispensations sought by MOD Films, on the grounds that these would be
“inappropriate”. The production had asked for dispensations and
support for its world-first plans to employ professional actors in a
film with only “Some Rights Reserved” by the production company. The
company intends to permit non-commercial use and re-voicing of the
film by the audience. The MEAA also rejected the option of any further
negotiations with MOD Films.
MOD Films had sought a dispensation, since early January, to allow
professional Australian actors to participate in the short (15 minute)
film and had worked with actors agents to communicate the extent of
the project before auditions. The cast chosen for Sanctuary had been
offered 110% on top of the MEAA award rate to take part in the
experiment.
MOD Films is using the Creative Commons licensing scheme that
expressly permits more audience freedom than All Rights Reserved. The
Creative Commons was first devised in 2002 and Australian-specific
licenses were released in February. Mash-up and re-mix potential is an
intrinsic part of the Sanctuary project – empowering the audience to
exercise greater control over purchased film content and treating
re-use as an opportunity as opposed to a threat. Audience re-use is
already prevalent in the computer games industry, often referred to as
MOD'ing, and certain bestselling games have started out as MODs (e.g.
Counter Strike). MOD Films is exploring how this may work creatively
and commercially with films.

I don't know what "independent film" means. At a time
when the

einsteins are trying to extricate themselves from Disney, it seems
an appropriate question to ask. There are Indie films (non-industry
money) that are
supposed to imitate fancy hollywood films, there are new studios being
opened outside of LA by Wealthy Christians in Denver hoping to convert
through
CS Lewis
movies and there are
Garden State,
Lost in Translation,
Eternal Sunshine etc.
which are like other Hollywood films: have stars, and studio money but
are marketed as "Independent Films." What makes these
independent? Finally, and seemingly too infrequently, there are
privately financed and self-distributed unusual films like
Assisted Living
which despite their
obvious merits and the
critic's<
/a>
adoration are presumably ignored by the studios, blasted by the brain-numbing
EW and distributed instead by the two young first-time
filmmakers
Why can't we see more non-hollywood and non-hollywood espousing
independent ART on the screen? Why do we let every other
multi-million dollar romantic comedy be sold to us as "indy"
just because it has a quirky soundtrack or aesthetic sensibility.
