Now, tow truck companies have a new way to make money. They drive around with a setup called Bootfinder. The system consists of a digital camera, character recognition software, and a laptop with a database that has information tagged to license plates. The tow truck drivers cruise around streets, scanning plates, looking for people who haven't paid various city fees and taxes. When the the laptop beeps, they hitch the car to the truck and tow it away.

According to Forbes, Arlington county in Virginia "has found a new task for its surveillance camera: Starting in March it plans to use the BootFinder to nab people who are on the county's rolls for just about anything, from late park and recreation fees to overdue library books.

And according to thenewspaper.com ("A Journal of the Politics of Driving) "If the car's owner is listed as delinquent, the car can be towed -- and if the owner doesn't pay within 10 days the car is auctioned." L ink

London Congestion Charge : This is an interesting Wikipedia article about the "congestion charge" levied on vehicles entering the busiest zone in Central London. Apparently traffic was so bad here, that they charge people $9 US for a day pass to drive in it.

Those sneaky Brits are too smart for mere tollbooths for enforcement:

Two hundred and thirty CCTV-style cameras, of which 180 are installed at the edge of the zone, record a stream of video of roads in the zone. There are also a number of mobile camera units which may be deployed anywhere in the zone.

It is estimated that around 98% of vehicles moving within the zone will be caught on camera. The video streams are then transmitted to a data centre located in Central London where a computer system equipped with Automatic Number Plate Recognition (OCR) software deduces the registration plate of the vehicle.

Here's another good article about the technology. I think the Brits have pioneered this just because the numbers on the license plates are so big.

Michael Syravong thought he'd pulled a fast one on Washington's Department of Licensing when he got a license-plate that read "GOTMILF." He told the department that MILF stands for "Manual Inline Lift Fluctuator," But eventually, bluenoses who are somehow familiar with the true meaning of the acronym (Google it for the not-safe-for-work answer), complained to the department and Syravong lost his plates. So ordered the 6th Circuit Court of Appeals. Sampling, we're told, is piracy. But be certain to see the 19 footnotes in this relatively brief opinion, or the 28 separate quotes the opinion includes from other peoples work. I assume the court got a license for those. Now that's not quite fair. The court's decision turns upon its "literal" reading of the sound recording statute. The sound recording statute has no de minimus exceptions, the court held. So while you are free to copy three notes from a musical composition, you can't copy the same three notes from a recording. So copying (so long as de minimus) is fine; cut & paste is not. It is a "bright-line" rule the Court has crafted: Ask permission first. (And don't worry, they might have added. It's simple.) So once again: life in the analog world is freer than life in the digital world. You can do it, just don't use technology to do it -- unless, of course, your lawyer has spoken to their lawyer.
