Stories about overbudget, overdue, and underperforming IT development/consulting projects are all too common, especially with the government, but this one merits some attention. It seems that some systems designed by EDS and BT Consulting for the U.K.'s Child Support Agency were so rife with problems that it drove employees to intentionally enter wrong data and, even worse, to tears. The CSA spent US$863 million (only $484 million more than planned) for a broken system that was two years late. And it didn't even come with appropriate training: carefully crafted demo disks were substituted for live system use. Of course, horribly designed and implemented IT systems making users cry is nothing new to government agencies. But all the action is in the U.K. these days. The scale of the EDS/BT boondoggle in particular-- both the financial and emotional toll -- ranks up there with the worst of them.

There are plenty of stories going around from this past weekend about the astounding number of flights canceled due to computer and staffing problems. While US Air got plenty of headlines for their staffing issues (baggage handlers calling in sick at record rates leading to planes that were simply filled with excess lost baggage), the more interesting story appears to be Delta's subsidiary Comair. Lots of articles are talking about the 1,100 flights on Christmas day due to their computer system getting knocked out, but there's very little info on the actual cause of the problem. There's just the fact that no one can explain why there was no backup system, and that the computer crash was caused by the system being overwhelmed after weather problems required many flights to be canceled and crew to be reassigned. In other words, a lot of users were trying to figure out how to reassign flight crews to different flights, and all that activity made the system lie down and go to sleep. You would think that anyone building systems this important would have backups in place and build things in a way that would make them unlikely to crash, but this is hardl y the first time things of this nature have happened.

The patent system is just getting out of control. The latest is that a company named Expand Beyond has paten ted a system for wireless monitoring and management of computer systems. The patent (6,772,169) sounds incredibly broad, covering any systems where someone is using a portable device with a wireless connection to monitor computer systems. Why is this patentable? The big difference here is the "wireless" aspect -- which isn't a new technology. All they're doing is taking something that existed over a wired network before and making it wireless. To say that's "non-obvious" (as a patent must be) is a joke.

Ah, the federal government at work. When you install a new computer system, you generally do so to make your office more efficient. Not with the government. It turns out that a new SAP powered computer system at two offices of (of all things) the Federal Technology Service (the GSA's info tech procurement group), has slowed things down to a crawl. They're blaming the training procedure, but it says people were trained... but apparently they were trained without actually seeing the system they were being trained on (no, seriously). The article claims that the GSA was shocked to discover that practice and theory didn't match, and that employees actually needed trainers on hand to help them when they actually had the new system in place. Of course, one reason why they might need training is that the system sounds ridiculously complex. It now takes 15 (count 'em) steps to save a file. Meanwhile, bills go unpaid, orders go unprocessed, and the group insists they're going to muddle through because turning back is not an option and "workarounds" will upset the auditors. Apparently, the $46 million of our tax money spent on the system did not go to any usability testing. Among the other descriptive phrases used in the article: "someone bursts into tears almost hourly," "it is very, very difficult to learn the new system," "unnecessarily complicated," and "not always intuitive." Sounds great.
