With all the hype over VoIP, Om Malik is pointing to one thing that has the potential to seriously damage many VoIP providers' plans. The FCC might deny Level 3's petition to be exempt from termination charges (though, they may add further exemptions as well). The issue here is that the VoIP providers don't pay termination fees to telcos for calls that end up on their network. The telcos, obviously, would like them to pay up -- which would significantly increase the costs for VoIP providers, in turn increasing the fees for VoIP service, taking away much of the "benefit" from the existing sales pitch. Of course, it's not clear the FCC would actually let it get that far, but there's obviously room to be concerned. Once again, you have to wonder why the VoIP providers don't open up their networks and build a developer community. Letting those developers come up with useful apps would create value beyond just "cheaper phone service."

A couple weeks ago we had the story about the not really free, not really broadband, free broadband scam from a company named Juice Boost. Broadband Reports has an update today about how the scam/joke/pyrami d scheme/something is taking on an incredible life of its own. The scam, of course, involves some sort of non-existent accelerator software and claims that even the most non-tech-savvy individual should realize are completely made up (free broadband connections over telephone lines and a regular modem that never go down and they'll pay you if you receive a spam message or if the connection drops among other, equally ridiculous claims). Looking for any kind of details on the company turn up nothing but more affiliates (some of whom have even sent out press releases or promises of bars of silver if you sign up). The problem, of course, is that they're promising affiliates lots of cash for signing up more people (limited to the first... oh, 80 million) so the affiliate spammers are coming out of the woodwork taking the ridiculous promises of Juice and "boosting" them even higher. Hopefully, this is all just a demonstration of how ridiculous most affiliate programs are, but that seems unlikely.

As expected, the FCC ruled on the Pulver VoIP petition today, and gave something of a split decision. They claim that "pure" VoIP systems shouldn't be regulated, since they're just like email or any other internet application. However, they're reserving judgment on VoIP systems that more resemble regular phone service, such as Vonage that touch on the PSTN. This seems like something of a cop out, and may be difficult to sustain over time. Most of the "pure" VoIP systems are offering (or planning to offer) gateways that let them connect to the telephone system. Where do they fall along the regulatory spectrum? This would take away the incentive of VoIP providers to connect to regular phone service, creating two different levels of phone service, rather than connecting the two and leading to a more orderly migration. Of course, it still remains to be seen what sorts of regulations they will include for PSTN-connected VoIP. Chances are, they're talking about adding in 911 service and phone-tapping abilities.

IM interoperability is always a popular topic, but for years, absolutely nothing has happened on this front. It's been five years since Microsoft first launched MSN Messenger that included the ability to interact with AOL Instant Messenger, and AOL promptl y blocked it starting the continuing battle for stupid IM interconnect policies. Just this past weekend, I had dinner with a friend who works on one of the big three messenger products, and we had a long discussion about this. After tossing out all the reasons why his company feels the need to keep up the garden walls on IM, he finally admitted that interoperability is the number one request they get from users -- and agreed that it had to happen at some point. However, he cautioned that for interop to really work, all of the major players have to agree, and that's not easy. In the early days, it was only AOL that didn't want interop, and that was because they dominated the market. Now, it's pretty much a three horse race, and all three players are hesitant to do too much interconnecting. However, that may be changing ever so slightly. Following last months' dual announcements that AOL and Yahoo were both getting out of the enterprise IM business (as if people in companies don't already use both products for work related IMs) AOL, Yahoo and Microsoft, in a stunning show of cooperation, have agreed to let all three IM products work with Microsoft's enterprise IM server. This is, as mentioned, a tiny step. First, since Yahoo and AOL no longer compete in the space, they're not really losing much. Second, this is only for users of the enterprise IM server, which is a pretty small group of folks. Still, it does suggest that the different IM groups have at least thought about ways to move toward interoperability, even if it's unlikely to happen in any of our lifetimes. How difficult is it for any of these folks to realize that the more open they are, the more adoption they'll get?

The move to digital TV is a big deal, but it's just not happening in the US. The reason? Where do you start? Basically, the simplest answer is that everyon e is to blame. Right now everyone is pointing fingers, and to some extent they're all right. No one really sees the benefits -- and there don't seem to be any one to explain them. It's a huge chicken and egg problem. Consumers don't see why they should go digital because they already get the content they want. Also, it seems likely that many consumers are confused about digital TV and HDTV and whether or not they're different. Broadcasters don't see why they should upgrade to go digital when viewers aren't going digital and so everyone sits around going nowhere. Of course, maybe this means the whole broad cast flag thing will get denied before everyone's forced to move to digital TV and your TiVo stops working.

The Inquirer is reporting that graphics giant nVidia is holding back Mac giant Apple. When Apple launched their big new LCD's a month ago, many people rejoiced and raved about how great they were. True, although the 20" and 23" models have been shipping, the Inq reports that the 30" is having problems.

The 30" displays are running with the new line of G5 machines; however, because of the sheer size of the display it requires a special graphics card that currently only nVidia ship (the GeForce 6800 Ultra DDL). The card has dual DVI outputs (both going to one screen) to handle the data.

However, apparently nVidia just isn't producing the cards; be it chip problems, reliability / stability issues, whatever, the company is unable to provide a good enough supply to allow Apple to start shipping them. How long it will take to get the cards shipping / working is unknown; if nVidia fall short on contractual agreements with Apple in terms of supply, it wouldn't be surprising to see them head elsewhere.
