A continuation from the previous post about a Feb. 3 announcement of a report on why municipal networks are a terrible, anti-competitive idea: In the previous post, below, I dissected BusinessWeek's blog entry on a new report that will be released on Feb. 3 from the New Millennium Research Council. In this post, I include the announcement's text after the jump below, and provide some background on each of the people who will be part of the press event. I've done this annotation not because I wholeheartedly oppose their point of view, but rather because a light needs to be shone on the connections between organizations that call themselves independent but have ties among each other and to the industries about which they are stating they have an objective opinion about. This is about transparency, and a pro-municipal telecom group that was similarly opaque would receive the same treatment. (Oddly, there only appear to be pro-individuals and municipalities, not groups that I've heard from or about.) David P. McClure, president and CEO of the US Internet Industry Association. This association filed an amicus brief on behalf of Verizon in an RIAA suit in which Verizon was trying to be compelled to release user information. Verizon also holds a board seat in the organization. It appears generally pro-consumer in terms of privacy and disclosure--because it's against shifting the burden of enforcement to ISPs--and anti-regulation for taxing and oversight. Steven Titch, senior fellow for IT and Telecom Policy at The Heartland Institute. The Heartland Institute describes itself as a genuinely independent source of research and commentary. Sascha Meinrath noted that the institute refuses to disclose its funding sources and doesn't list affiliations of Board of Directors on their website. However, it is a 501(c)(3) corporation. On its Form 990 filed with the IRS for 2003 (filed under an extension before August 2004), the organization checked a box on Schedule III, Part A, line I that reads, "During the year, has the organization attempted to influence national, state, or local legislation, including any attempt to influence public opinion on a legislative matter or referendum." They checked No for 2003. If they had checked yes, they are required to fill out Part VI-A and VI-B detailing expenses in cash and by other means. In 2003, they received $1.5 million in contributions from unnamed sources out of $1.8 million in revenue. The Heartland Institute...

The "report" is out, and it's a short article that has no original research: The Heartland Institute has published what it called in the advance press a "report," but which appears to be a several paragraph long article that uses entirely secondary sources as its basis. (Correction: This is just an article introducing the topic. More on the report later; here's the link to download it.) The article starts out saying that municipalities want to add broadband wireless to boost the economy: The theory goes like this: With widespread wireless Internet access available to anyone, local economies will boom and jobs will come to the city in droves. It then cites Ashland and Tacoma as two poor projects in municipal broadband. But both of those cities deployed extensive fiber optic networks that have been used to provide service throughout cities that had poor infrastructure. Growth was being restricted because incumbents were unable to provide what the cities wanted for their economic future. Both Tacoma and Ashland are offering residential and business Internet access and television services at competitive market rates. Both have several private Internet providers that offer access; the fiber network is just dial tone. I'm looking into the numbers that this article cites from a Beacon Hill Institute report. ...Wi-Fi projects are likely to go over budget. Telecom industry experts already question whether the Philadelphia Wi-Fi system can be built for its proposed cost of $10 million....“When Philadelphia announced it would be doing its citywide network at a price of $10 million, that figure was laughed at. It’s way too low,” said Anthony Townsend... Since Philadelphia plans to issue a contract to a private partner to build the network--we'll find out more in a few days when they make their formal announcement of their full plans--the $10 million is still an estimate. Anthony Townsend is quoted here from an article in Reason in which he is also noted stating that municipal projects are feasible. He should know: even though he is listed as having an association with the New Millennium Research Council (NMRC), he was a founder of nycwireless (the folks who originally brought Wi-Fi to a number of public places in New York City), and emenity, a firm that has been engaged in public-private partnerships with economic development districts in New York to add free Wi-Fi. Joseph Bast of The Heartland Institute equates municipal broadband with socialism: In any discussion in which two parties are ideologically opposed it is inevitable that the leftists call the rightists Nazis (or sometimes vice versa and the rightists call the leftists communists or socialists. Bast is the founder and head of The Heartland Institute, and he purveys the latest misrepresentation of the facts surrounding municipal networks. He calls municipal networks "an experiment with socialism" rather than, as I would expect a true conservative to do, call anti-municipal bills an experiment with state-controlled institution of de facto monopolies and duopolies reducing competition and innovation. "Advocates of municipalization accuse anyone who disagrees with them of being in the pocket of big telecom companies." I am not an advocate of municipal networks. I am an advocate of competition in local markets which municipalities may have to be involved in fostering or wresting control over despite the obvious concerns and problems with government offering technology services. Many of the bills under consideration or passed into law effectively prevent competition with incumbents in the guise of restricting municipal networks by disallowing municipalities the ability to foster FCC-recommended public/private partnerships. I am an advocate of public safety and homeland security improvements through better use of technology to replace, supplement, or add to the tools of fire, police, and rescue, which many municipalities would be banned from building even if they do not offer any services to the public under the most severe of the anti-municipal bills. I am an advocate of libraries and other similar organizations offering Wi-Fi to their patrons, a position echoed in the New Millennium Research Council (NMRC) and Heartland Institute co-authored reporter on municipal networking--Wi-Fi that would be banned under the Texas bill currently under consideration. I do not accuse The Heartland Institute of being in the pocket of big telecom. I can't because they don't reveal their funding. I created a chart, posted weeks ago, that shows the connections direct and barely indirect between Verizon and all of the board members of the NMRC and several individuals involved in the NRMC/Heartland municipal network report. The ones that don't have connections to Verizon are principally those that do not disclose their funding, so it's impossible to know. Nothing new in this report from the incumbent-funded Progress and Freedom Foundation: This pro-incumbent institute is one of my favorite because of their full disclosure of their ties to industry with vested interests. The report recycles lots of figures and arguments from other sources, including the familiar "here's a bunch of failed municipal broadband projects," which actually aren't failures (see earlier post today on the Free Press's report) and which often involve vast investments for fiber-optic cabling which doesn't figure in here.

There's a lot of speculation and ideology in this report, and very little that I can hang onto to talk about that I haven't read elsewhere, usually in deeper form with more citation.

One place this report is correct is that the Philly business plan projects $500,000 in capital costs over the four years after the network is built, which is a little nutty. Given a network of that scale, about $500,000 per year in capital expense is more likely, but they also project a fairly high capital reserve which would cover more than than much expense.
