Executive Summary:
In the context of the emerging knowledge-based economy, innovation and the capacity of the national innovation system to create and disseminate scientific and scholarly information are increasingly fundamental determinants of national prosperity. In their foundational work on National Innovation Systems, the OECD observed that prosperity in a knowledge economy depends as much, if not more, on the knowledge distribution power of the system than it does on its knowledge production power (OECD 1997, p43). This makes the infrastructure supporting research communication and collaboration, information search and access, and dissemination and publication a key element of the national innovation system. It is essential, therefore, to provide cost-effective access to, and dissemination of scientific and scholarly information in support of research and its economic, social and environmental applications. This study examines evolving research practices, focusing on how practices are changing and what the implications of those changes are for scholarly communication and the future development of the research infrastructure. Florida is set out to squash "leftist totalitarianism" by introducing a bill that allows students to sue professors in universities for "not respecting the beliefs of the students".

To quote:

According to a legislative staff analysis of the bill, the law would give students who think their beliefs are not being respected legal standing to sue professors and universities.

Students who believe their professor is singling them out for “public ridicule” – for instance, when professors use the Socratic method to force students to explain their theories in class – would also be given the right to sue.

"Some professors say, 'Evolution is a fact. I don’t want to hear about Intelligent Design (a creationist theory), and if you don’t like it, there's the door,'" Baxley said, citing one example when he thought a student should sue.

Rep. Dan Gelber, D-Miami Beach, warned of lawsuits from students enrolled in Holocaust history courses who believe the Holocaust never happened.

Similar suits could be filed by students who don’t believe astronauts landed on the moon, who believe teaching birth control is a sin or even by Shands medical students who refuse to perform blood transfusions and believe prayer is the only way to heal the body, Gelber added.

Hooray. We know all what happened in Russia when ideology became more important than facts... And what will happen when lawyers start running the universities? Not that they do already, but at the moment they've not been messing with curriculums.

Here's a direct link to the bill text. The bill is quite interesting, as it really does not sound very bad. In fact, principles and ideas embodied in it do sound very grand and liberal! However, what it really says is that students have a right to hear what they want, and should someone infringe on that, they could be sued. Since the bill does not define what is "controversial material", or "serious scholarly viewpoints", it becomes very difficult to determine what has to be included in the curriculum and what not - simply because seriousness and controversy are based on personal opinions.

Marine Refuses to Use Guns ... Marine Cpl. Joel D. Klimkewicz converted to the Church of Jesus Christ and Latter Day saints while in the Marines, and now believes that killing is against Jesus' teachings. As such, he refused to train with a gun though he says he would be willing to clear mines and work the front lines. David Ahl's BASIC Computer Games (1978): I actually have a copy of this book in paper, dug up in some used book store pile ages ago, but now, you can revel in its full glories online.

Before there were sprites and polygons and first-person-shooters, before there were there were teletypes chattering out lines of text. And there were paper tapes for you to store your work. Right around the time Richard Nixon was being kicked out of office, I was learning BASIC by reading the code to some of these games. (We didn't get them from the book -- they were just floating around on the minicomputer we timeshared.) "Hammurabi," a sort of primitive, text-only SimCity, was the one I and my circle of friends latched onto -- and proceeded to amend. Because all these programs were free and, in the manner of their time, open source. [Thanks, Boing Boing and Oblomovka]
