Sprint PCS joins the third-generation cellular rush in the U.S. by committing a billion dollars to building a 1xEV-DO network: The company had previously signaled its interest in waiting and then deploying an EVDV (data/voice) network that might have had higher download speeds and integrated voice into the same 3G footprint. Now they say that some markets will have their brand of service year's end with many more in 2005. Cingular, meanwhile said today that UMTS could appear as soon as next year. Cingular had recently expressed doubts that with the current available spectrum they could deploy 3G data networks before 2006. Now, they plan a trial of two kinds of UTMS: one operates at 384 Kbps (unclear if this is the rated speed or the typical speed), and another at up to 14.4 Mbps. That's megabits per second. Trials will start in Atlanta this summer, and extend in 2005 to the rest of the country. AT&T Wireless, which Cingular is in the middle of acquiring, has reiterated its plans in the last few months to try UMTS's W-CDMA flavor in a few cities by the end of 2004. T-Mobile's plans are obscure, but EDGE (2.5G/100 Kbps) should be on its way. Nextel will most likely pursue a private cell data plan with higher speeds but that use none of the popular flavors. Suddenly, some towns with no-better-than-modem wireless speeds could have four competing cellular data networks with 100 to 400 Kbps average download speeds. (All of these flavors ostensibly have restricted uploads of about 50 Kbps, however.) Expect price competition. At $80 per month flat for Verizon Wireless's high-speed network, the race to the bottom will start in earnest. Verizon Wireless will still likely have a leg up by offering service first in most competitive cities....

STSN and Sprint PCS will offer bilateral roaming on each other's Wi-Fi networks. The hitch? Sprint PCS has two locations, neatly avoided in this press release: I spoke to STSN last week about today's announcement, and while they want to position it as bilateral roaming, it's really a resale agreement from them to the carrier unless Sprint PCS follows through on the plan they spoke to me and other press about last July in which they had originally intended to build 1,300 of their own locations. So far, Sprint PCS has built two Wi-Fi hotspots that they own and operate. STSN has over 500 mostly hotel properties in North American, and nearly 200 in Europe that aren't covered in this agreement, with a worldwide total of 900 including a couple of hundred properties yet to be built out. I asked Michael Jones, the senior VP of sales at STSN, whether we would start seeing more of a clearinghouse approach in which networks linked through an intermediary fee settlement system instead of these one-at-a-time peering arrangements. He said, "We are very selective at choosing who we are peering with." Apparently, in testing, they're finding that some hotspots don't offer the consistency they want and haven't secured their systems in a way that STSN requires. Jones agrees that industry standards for hotspot operation would make it easier to move to a clearinghouse model. "There has to be some form of governance over those service-level requirements," he said. Meanwhile, Sprint PCS's failure to build out even a fraction of the locations that they predicted eight months ago seems to be an industry trend. Even though 2004 was finally supposed to be the year of the hotspots, we haven't heard boo from Cometa since they deployed 250 locations in Seattle (their first of many cities, they said, to get that kind of coverage), SBC (which predicted thousands of locations over a couple of years), T-Mobile (Kinko's, Borders, and Starbucks seems to still be their primary focus), or AT&T Wireless (a few airports and other deals, but mostly reselling Cometa and Wayport). Sprint PCS customers can roam to networks owned by Wayport, Airpath, Cometa, and Concourse. I spoke to a Verizon Wireless manager by accident a few weeks ago, and he said that the company doesn't plan to do more than resell service. The Sprint PCS site has relaunched, using XHTML 1.0 transitional and CSS. It's another great example of a mostly web standards compliant commerical/corporate; there are a few validation errors thanks to a quarrelsome CMS. France Rupert is the lead developer behind the new site and is promising a detailed writeup of the process and challenges behind the redesign. France hails from Kansas City, so hopefully we'll be able to get him along to a web meetup in the not too distant future.

In related news, WaSP have an excellent interview up with Dan Cederholm, lead developer behind the high profile Fast Company and Inc.com web standards redesigns and squire of Simple Bits. The interview has a lot of great anecdotes about how switching to standards saved both time and money.

This isn't a huge surprise, considering that everyone expected this move back in March, but AT&T has made it official that they've signed an MVNO agreement with Sprint to use their network for their own wireless carrier offering. Just like Sprint's deal with Virgin Mobile, Sprint gives AT&T the network, and AT&T does all the branding. They plan to offer bundled offerings that tie the mobile phone service to their local, long distance and VoIP offerings - all of which makes sense. What still hasn't be made clear, however, is if they'll go back to using the AT&T Wireless name. They get the rights back as soon as the current AT&T Wireless completes the deal to be acquired by Cingular (late this year). However, the AT&T Wireless name has such a bad reputation these days, they may be better off not doing so. Besides, the level of confusion among consumers probably isn't worth it. Still, it is amusing to trace the history of AT&T's wireless offerings from a startup they bought, to something they spun out, to something they wish they had again. Of course, maybe they get the last laugh. They got a lot of cash in spinning out AT&T Wireless and now they'll have a wireless offering without actually having to run a network. Either way, it's a bit amusing to see what will more or less amount to a "new entrant" in the space just as everyone was calling for the entire US wireless carrier market to consolidate.

Sprint and Nextel announced their $40 billion merger of equals: Sprint's CDMA technology has been a block to offer push-to-talk (PTT) services that Nextel has made great profits on. Nextel has no migration plan for next-generation data services, although they've been testing approaches that aren't integrated with their iDEN voice technology. Sprint has already committed to spending billions on 3G high-speed voice and data systems. In seemingly unrelated news a few days ago, Cingular dropped its challenge to the FCC proposal that would allow Nextel to reorganize its scattered chunks of frequency, giving them new contiguous spectrum in exchange for paying for the cost of moving the public-safety incumbents to Nextel-vacated frequencies. It's a multi-billion-dollar deal that the FCC offered, and Verizon Wireless and Cingular Wireless now no longer oppose it, and one would expect Sprint and Nextel to accept the deal, although Nextel wants to pay substantially less. The new Sprint Nextel is at a rough parity with the subscriber base of Cingular-post-AT&T Wireless acquisition and Verizon Wireless (all on their lonesome). Sprint Nextel will have 35 million subscribers, Cingular 47 million, and Verizon Wireless 42 million. T-Mobile becomes a distant fourth (about 16 million subscribers) with no data upgrade plan in sight. This didn't elude the Wall Street Journal, which filed this report in which T-Mobile notes that worldwide they have about 70 million cell phone users which allows them to compete on scale for handsets and network components....

Almost forgot to mention that we met with Sprint last week and was able to glean the following nuggets of information: 1. They still haven't decided whether or not to carry Sony Ericsson's T608 cellphone. Basically, Sony Ericsson quit making CDMA phones (at least for North America) and they are trying to sort out who would support the phone if it broke, etc. Also, even if they do decide to offer the T608, they haven't settled on whether or not it would have Bluetooth enabled (though we'd love to see how long it took someone to hack that). 2. They're thinking about carrying Samsung's i600 Smartphone. 3. The PCS Vision network is due to get a bump up in speed early next year. Sprint will include a Wi-Fi user interface on its Novatel wireless data cards: The feature just offers a single interface--users must still use a separate Wi-Fi card or their laptop's built-in Wi-Fi capability to connect. Having a single interface means that customers will have the same experience whether they are using a Sprint-owned hotspot, a hotspot from an operator that Sprint has a roaming agreement with, or the PCS network, said a Sprint PCS spokeswoman. Sprint PCS quietly sloughs off its own building plans?: This article notes that Sprint PCS said it would have access via 2,100 access points within a year. True. But they told me that 1,300 of those would be locations that they built out themselves. In this Wi-Fi Planet article linked above, the general manager of wireless LAN service for Sprint PCS -- not the person in this role last summer -- said, We are not deploying those ourselves. But that's not entirely accurate: they're building Truckstop.net locations via their managed services division, and then Truckstop.net is operating those locations and allowing Sprint PCS to roam on them. So they're not deploying, but they are building and supporting....
