ac.uk/index.cfm?name=resguidesThe huge growth in the
availability and choice of resources to support learning, teaching and
research can make the business of finding quality resources relevant
to your subject area both time consuming and frustrating. To make life
easier, the JISC Resource Guides support staff and students engaged in
higher education activities by directing them to a selection of key,
high quality resources in seven subject areas.
Each Guide
is compiled by a dedicated Resource Guide Adviser who selects the key
resources for the subject area and presents them in both print and Web
format. Advisers offer a programme of outreach activities in response
to your subject needs, including hands-on workshops and training
events. They also play a crucial role in soliciting community
feedback, helping to ensure that communication about the provision and
use of resources and support and advisory services remains two-way.

Florida Lost Electronic Voting Data
Florida Lost Electronic Voting Data
07/28/2004 01:06 PMThe electronic voting story keeps getting worse and worse --
especially in, of all places, Florida. We've already mentioned how
Florida's e-voting machines had
audit
trails that didn't match the actual vote totals and how Florida
has a law
prohibi
ting recounts for electronic voting machines. Now, the news comes
out that, despite being required by law to keep the data from the
machines for 22 months, election officials in Miami-Dade county admit
that
a hard-drive crash has wiped out the data from some electronic voting
machines used in the 2002 election and there's simply no record of
the votes any more. They quickly point out that all the votes were
(probably) counted at the time of the election, but (of course)
there's really no way to make sure that's true at all. It's also not
the real point. This is highlighting (once again) how unreliable
these machines are, and without any kind of paper trail, there's
simply no way to go back and make sure that (a) the votes were counted
(b) they were counted accurately and (c) they can be counted again.

is a mess. More than that, we all know that we have precious little
time to do something about it.

The National Institutes of Health has proposed a
major change to its funding policy -- it would mandate that all
scientists who receive grants from the agency make the results of
their research available to the public for free. The policy change
comes in response to a report by the House Appropriations Committee
expressing concern that U.S. taxpayers are not reaping the benefits of
research that they have paid for. The report urges NIH to devise a
system whereby research results would be "freely and continuously
available no later than six months after publication." The proposal
drew swift criticism from the scientific publishing industry, which
argued that if people stop subscribing to their publications because
they can read about these research results for free, the journals will
be unable to perform the costly process of selecting, peer-reviewing
and editing the results into the reliable products now available.
However, NIH Director Elias A. Zerhouni says he's concluded that
publishers' estimates of how much such a system would harm them or
cost the government were "way out of line" with reality. Although
about 60,000 articles are published each year reporting on NIH-funded
research, they constitute only a third of all biomedical journal
articles. "Do you really think people are not going to subscribe to a
journal because they can read 30% of the articles in it for free?"
asks Richard Roberts, a research director at New England Biolabs, who
strongly supports the shift to open access.
