than making sure our elections are fair. One of the defenses pulled
out by those who want to keep going with existing electronic voting
machines is that no one seems to complain about electronic gambling
machines. Perhaps that's because
electronic gambling
machines are held to a much higher standard than electronic voting
machines. This NY Times editorial lists six different ways in which
gambling machines in Nevada are under much more scrutiny than
electronic voting machines. These include things like the fact that
the state requires copies of the source code of all electronic
gambling software, as well as their stringent licensing procedure for
any company that wishes to sell electronic gambling machines.
Employees of any such company have to go through background checks to
make sure they have no criminal record. Considering that Diebold had
convict
ed felons involved with their electronic voting systems - you
wonder if a similar licensing procedure might make sense for voting
machines as well.

especially in, of all places, Florida. We've already mentioned how
Florida's e-voting machines had
audit
trails that didn't match the actual vote totals and how Florida
has a law
prohibi
ting recounts for electronic voting machines. Now, the news comes
out that, despite being required by law to keep the data from the
machines for 22 months, election officials in Miami-Dade county admit
that
a hard-drive crash has wiped out the data from some electronic voting
machines used in the 2002 election and there's simply no record of
the votes any more. They quickly point out that all the votes were
(probably) counted at the time of the election, but (of course)
there's really no way to make sure that's true at all. It's also not
the real point. This is highlighting (once again) how unreliable
these machines are, and without any kind of paper trail, there's
simply no way to go back and make sure that (a) the votes were counted
(b) they were counted accurately and (c) they can be counted again.

children and technology, but it would be nice, for once, if they could
stop with their fear-mongering misleading announcements. Children's
charity NCH in the UK, which is good at getting publicity for their
causes, never seems to get questioned at all by the press. This is
the group that put out a ridiculously misleading story
blaming
the internet for child porn and then produced a very carefully
worded study to misleadingly suggest that
3G
phones were a threat to children. Their latest piece of artwork
is a report
sug
gesting that 11-year-olds are gambling online in the UK, but which
gives no evidence to support that at all. What they did was convince
one 16-year-old girl to sign up for a variety of gambling sites with a
debit card and to lie about her age. She apparently got into many of
them. From this, they point out that many banks will give out debit
cards to people as young as 11, and thus, 11-year-olds can now gamble
online. Of course, beyond convincing an underage girl to lie, the
group also gives everyone the
full list of online
casinos where (apparently) 11-year-olds can gamble. Now, they're
completely right that these sites need better age verification
measures. However, stories about 11-year-olds gambling online should
have a little more factual basis than a 16-year-old told to lie.

A classic example of audacity is the man who kills his parents and
asks for clemency on the grounds that he's an orphan. A few weeks ago,
a California gambler who lost a bundle online joined a lawsuit against
search engines that sell advertising for Internet gambling sites.
The case, filed in state court in San Francisco, is just one example
of our society's utterly inconsistent and hypocritical treatment of
gambling. We love it, we hate it, we use it, and we are being wounded
by it.
I would never suggest banning it. Yet I'm puzzled by people who gamble
online or offline, because they're usually working against stacked
odds. Over time, they're likely to lose. Still, we allow many
potentially harmful activities, on the principle that freedom means
the freedom to make mistakes.
