Dan Gillmor's on his annual teaching stint in Hong Kong, but he's still on the job for his newspaper in San Jose. Normally, this would entail enormous phone bills and patient hand-holding by email for Americans who've never dialled an overseas number in their life. But this time around, Dan's got a Voice-Over-IP box plugged into the Ethernet in his place in China and a phone plugged into that. This box is a portable phone-number: dial a number in San Jose, and it rings in Hong Kong (or wherever Dan has plugged it in). So all of Dan's communications with the home office are free. What's more, the long distance charges for US-Hong Kong on the service are only $0.05/minute, so Dan can simply forward his VoIP number to a Hong Kong prepaid mobile phone and take his San Jose number on the go with him throughout the city.
Companies around the world are already moving to VoIP in big numbers; now it's getting easy enough -- and the quality is getting good enough -- for individuals and families.

This shift is inexorable due to the nature of technological improvement. The main questions are a) how soon; and b) how the existing phone companies and regulatory agencies will deal with that reality.

Back in October we noted that DSL and cable providers were trying to differe ntiate themselves from each other. The DSL providers were focusing on being the low cost provider, while the cable guys wanted to be the high speed providers. At the time, we pointed out that this was likely to backfire on the cable companies. People like the speed of broadband, but for most applications there's a "good enough" speed - and many people want it more for the always on connection than the speed itself. It's looking like we were right. The latest study shows that, despite cable's commanding lead in the US, many more people are signing up for DSL these days because of the lower price. It's the basic "good enough" argument. What DSL offers is good enough for what most people want to do with their connections now. Also, the speed difference is minimal right now. You don't get that much faster speeds with cable, and there's not much you can currently do with that extra bandwidth. It used to be that people would sign up so they could download songs, but the music industry is cracking down on that enough that it's become less of a draw for many subscribers as well.

As expected, the FCC ruled on the Pulver VoIP petition today, and gave something of a split decision. They claim that "pure" VoIP systems shouldn't be regulated, since they're just like email or any other internet application. However, they're reserving judgment on VoIP systems that more resemble regular phone service, such as Vonage that touch on the PSTN. This seems like something of a cop out, and may be difficult to sustain over time. Most of the "pure" VoIP systems are offering (or planning to offer) gateways that let them connect to the telephone system. Where do they fall along the regulatory spectrum? This would take away the incentive of VoIP providers to connect to regular phone service, creating two different levels of phone service, rather than connecting the two and leading to a more orderly migration. Of course, it still remains to be seen what sorts of regulations they will include for PSTN-connected VoIP. Chances are, they're talking about adding in 911 service and phone-tapping abilities.

A classic "modest proposal" written up by Christopher Kenton in Business Week about a way to solve the spam problem. Kenton has been pointing out all the same things lots of people have been pointing out about why all of the various spam laws won't work - and he's been getting slammed by angry emailers for it. One assumed that he is against these laws because he has a personal assistant who screens his spam for him - which is when he had his brainstorm: to help solve both the spam problem and the job situation, everyone should hire "personal email assistants" who can manually scan their email for them. He points out that not only does this solve the basic problem, but it has a nice balancing effect. Part of the reason there's so much spam is that the economy hasn't been great, and companies are forced to market more aggressively - such as by spam. However, if we put everyone back to work by making them email scanners, then the need for such aggressive marketing decreases - and the system balances out. Not only that, but now we all know the best way to help find yourself a personal email assistant: just send some spam. After all, under the new US anti-spam law, it's perfectly legal.
