Sprint PCS quietly sloughs off its own building plans?: This article notes that Sprint PCS said it would have access via 2,100 access points within a year. True. But they told me that 1,300 of those would be locations that they built out themselves. In this Wi-Fi Planet article linked above, the general manager of wireless LAN service for Sprint PCS -- not the person in this role last summer -- said, We are not deploying those ourselves. But that's not entirely accurate: they're building Truckstop.net locations via their managed services division, and then Truckstop.net is operating those locations and allowing Sprint PCS to roam on them. So they're not deploying, but they are building and supporting....

Sprint and SBC said their Wi-Fi customers can roam between the networks: Just a month ago, USA Today published an unconfirmed report that the two had struck a roaming deal. The most important aspect of a roaming deal between Sprint and SBC may be that it opens up more access to airport hotspots for customers. Airports have been hotly contested space and operators have fought to "own" airports. That may change anyway, however, with a recent clarification of FCC rules that would allow airlines or shops in airports to deliver their own Wi-Fi services. That means that eventually, multiple operators may build networks in each airport. Other than airports, the rest of the agreement between SBC and Sprint may include a lot of overlap. They both already have deals with Wayport and Concourse. Sprint has a roaming agreement with AT&T Wireless, which could also become redundant assuming the AT&T Wireless/Cingular merger goes through. Cingular is part-owned by SBC. At the end of July, USA Today reported that Sprint had just 12 of its own hotspots, which likely does not include its Truckstop.net hotspots that are technically built by Sprint's managed services division. Even if this deal doesn't significantly expand SBC's network, it's one more roaming deal which is a good thing. Such deals help increase the number of networks users can access, which in turn makes subscribing more attractive....

The focus of this story is on technical challenges to roaming but she's missing the main issue. The technical challenges are small compared to the need for service providers to make agreements with each other so that a subscription to one service lets users access virtually any available hot spot. With those deals in place, more customers are likely to sign up for susbscriptions. She also includes some shameless promotion of a company that does business with her publisher. She cites Zinio as a "chief" player in marketing value-added Wi-Fi services. It looks to me like Zinio reformats magazines so that they look nice on handheld devices. What on earth does that have to do with roaming?? What a poor example of journalism....

I wrote a short article for Infoworld about the proposal for a fast roaming task group: If the IEEE approves the request, which most involved think it will, a new standard will be hammered out to speed up hand-off. The current mechanism for hand-off in the 802.11 specification isn't fast enough to support voice calls or other multimedia applications. Today vendors have their own proprietary ways to speed up roaming but they hope to come up with a standard way to do it. Contrary to some earlier reports, Cisco told me that they are supportive of the effort. If the standard ends up being very different from the way Cisco currently handles roaming now, the company will support both the standard and its own technology. Hopefully the standards process will create an efficient and fast way to do hand-off. While writing a different story for Infoworld about voice over WLANs, I found that most of the proprietary ways to support fast hand-off weren,t totally ideal. An improved hand-off mechanism may encourage more voice over WLAN implementations....

The Wall Street Journal says T-Mobile near signing a roaming agreement (link good for 7 days): The article reports that roaming is starting to become an inevitability. I'm curious whether T-Mobile envisions a model in which there is fee settlement across networks, or it's free roaming. The TeliaSonera model cited in the article involves one bill, one account, but usage fees outside of the home network range of Finland and Sweden and certain TeliaSonera-operated hotspots in other Scandinavian countries. I stand by my prediction: within a year, all U.S. networks will have substantial inter-network roaming agreements that will allow unlimited usage by subscribers for $30 per month or less. The marginal but vital additional value of Wi-Fi will enhance cellular and landline businesses, and possibly that of wired ISPs, but it won't have the standalone value that some misguided souls believe it does today....

eWeek has an interesting article talking about the hurdles the new VoIP Wi-Fi and cellular-switching phones may have penetrating the market. Even though companies like Motorola are developing systems that allow cellphones to switch seamlessly to Wi-Fi, the thought is that the savings provided to corporate infrastructure might be moot as cellular rates continue to drop. Of course, the people who really want this service are regular consumers like you and me, even though we are probably going to be the last people to get it (it may be more realistic to cheer on Verizon and other carriers to offer high-speed cellular networks like EV-DO and EDGE).

But interestingly, hospitals may be the earliest adopters of the Wi-Fi/cellular switching phones, specifically because of the dangers cellular radios can cause to sensitive medical equipment. If the phones switch to Wi-Fi, they can control the power levels to be weaker and (presumably) safer.

Boingo Wireless strikes deal with Concourse to add a handful of airports to Boingo's network: Now Boingo customers can use Wi-Fi in LaGuardia, JFK, and Newark, and soon Detroit-Wayne county and Minneapolis/St. Paul. Boingo previously had access to these networks via its partnership with Wayport, but Wayport's relationship with Concourse has been severed in several airports. In other related news, Sprint said that its PCS customers can access Concourse's networks in those same airports. Sprint also has deals with Airpath, Cometa, Wayport, and Truckstop.net, and has built a Wi-Fi network in the Kansas City International Airport. Now if only Sprint and Boingo would get together......

A group of operators and vendors have formed a group to work out seamless roaming between GSM and Wi-Fi networks: The group hopes to develop a specification and work with standards organizations for a formal standard. The three big GSM operators in the United States, AT&T Wireless, Cingular, and T-Mobile are part of the group as are Motorola, Nokia, Siemens, and others. While the creation of a standard is a step in the right direction, there doesn't seem to be any mention on the group's Web site of any work toward backend billing and settlement between operators. The issue of arranging business deals between operators seems to be a more difficult hurdle than the technical issues of such roaming. Also, notably absent in the list of participants are many of the leading Wi-Fi operators. T-Mobile and British Telecom are part of the group but none of the other large Wi-Fi operators. It's always hard to tell when these groups pop up if they'll just fizzle away or actually accomplish what they set out to. There is certainly a need for work on Wi-Fi/cellular roaming so hopefully this group will be successful....

Two University of California San Diego scientists have developed a better way of seamlessly handing off 802.11 roaming, making it possible for people from one hotspot to another without dropping connections. That's important not so much for data, which can handle a dropped packet here and there, but for streaming audio, video, and voice-over-IP.

The SyncScan solution proposed by Savage and Ramani is a method to continuously monitor the proximity of nearby 802.11 access points. Instead of looking for surrounding access points just when the current signal is running low, a Wi-Fi device with SyncScan regularly checks signal strengths nearby -- but only for very short periods of time. These times are picked to precisely coincide with regularly scheduled "beacon" messages sent by all standard Wi-Fi access points. The process eliminates the current need to start from scratch when looking for a stronger signal, and replaces the long scanning delay with many small delays that are imperceptible to the user.

Roaming is crucial for many service providers that are hoping to offer their customers access to the greatest number of hotspots. But while service providers know that roaming is important, they're faced with a slew of options, each with varying services, for how to make it work. We covered RoamPoint's recent launch, comparing its offering with the iPass roaming offering. Wi-Fi Networking News today spoke with the marketing director from WeRoam for a perspective on that company's mission. WeRoam handles authentication, billing, settlement, and aggregation of hotspots for GSM operators around the globe. The company is a sister company of Comfone, the organization that provides clearing, billing, and authentication for over 200 GSM operators' roaming services. WeRoam is building on those capabilities and existing relationships to offer hotspot services to GSM operators. WeRoam says it has aggregated 8,000 hotspots worldwide, which includes Fatport, Surf and Sip, and Concourse in North America. WeRoam's GSM operator customers can offer those hotspots to their customers, relying on WeRoam to support authentication and bill settlement. WeRoam primarily touts its SIM-card authentication method but will support password authentication, smart cards, interactive voice response methods, and other authentication methods. End users typically have a combined UMTS, GPRS, and Wi-Fi PC card that has a SIM slot but they can use a SIM card dongle instead. When they arrive in range of a hotspot, the WeRoam client software on their PC checks that the hotspot is part of the WeRoam network. If it is, the SIM card in the PC card authenticates the user against WeRoam servers in Switzerland. Then WeRoam aggregates billing information and settlement data and acts as a broker. The process uses the same secure networks used by GSM operators to enable their cellular voice customers to roam so it's easy for operators to sign up for the service, said Michael Gebert, director of marketing for WeRoam. WeRoam primarily focuses on Europe, where Orange Switzerland is a customer, but has some customers in Africa and South America. The U.S. isn't a large market for WeRoam because cell phone users here aren't as comfortable using SIM cards as customers in other parts of the world. But WeRoam has talked to operators such as AT&T Wireless and T-Mobile, which could use other authentication methods instead of SIM, Gebert said. Boingo customers can now roam onto 3,400 SBC FreedomLink locations that SBC has directly contracted: To avoid confusion, SBC should probably better label its different offerings. SBC operates 3,400 FreedomLink locations at The UPS Store, Barnes & Noble, Caribou Coffee, and other locations. This is its home network. It also resells access to Wayport and a few other networks as part of its roaming network. And it buys access to McDonald's restaurants via Wayport, but includes that access in its standard network. So SBC FreedomLink subscribers who sign up for the basic deal gets SBC-run locations and McDonald's. Add in roaming, and they get the roaming partners, which includes airports, hotels, and other locations. EWeek reports that Cisco is about to introduce new products that will enable roaming between access points: The capability is key to rolling out voice services on WLANs. The products will work in conjunction with Cisco's Catalyst 6500 switches. One apparent downside to the Cisco setup is that it won't support roaming between APs that are connected to different switches. Also, packets will travel from the client to the AP then through to potentially multiple switches before reaching their destination, which could be a client attached to the same AP. Most WLAN switch vendors and security gateway developers already support roaming across networks and even across subnets. But Cisco always has a leg up on startups because of its installed base. Cisco is hosting a Webcast for journalists tomorrow during which executives may detail more about the new platform. EWeek wasn't expecting an announcement from Cisco until Networld+Interop next week, however....

The Sprint PCS site has relaunched, using XHTML 1.0 transitional and CSS. It's another great example of a mostly web standards compliant commerical/corporate; there are a few validation errors thanks to a quarrelsome CMS. France Rupert is the lead developer behind the new site and is promising a detailed writeup of the process and challenges behind the redesign. France hails from Kansas City, so hopefully we'll be able to get him along to a web meetup in the not too distant future.

In related news, WaSP have an excellent interview up with Dan Cederholm, lead developer behind the high profile Fast Company and Inc.com web standards redesigns and squire of Simple Bits. The interview has a lot of great anecdotes about how switching to standards saved both time and money.

This isn't a huge surprise, considering that everyone expected this move back in March, but AT&T has made it official that they've signed an MVNO agreement with Sprint to use their network for their own wireless carrier offering. Just like Sprint's deal with Virgin Mobile, Sprint gives AT&T the network, and AT&T does all the branding. They plan to offer bundled offerings that tie the mobile phone service to their local, long distance and VoIP offerings - all of which makes sense. What still hasn't be made clear, however, is if they'll go back to using the AT&T Wireless name. They get the rights back as soon as the current AT&T Wireless completes the deal to be acquired by Cingular (late this year). However, the AT&T Wireless name has such a bad reputation these days, they may be better off not doing so. Besides, the level of confusion among consumers probably isn't worth it. Still, it is amusing to trace the history of AT&T's wireless offerings from a startup they bought, to something they spun out, to something they wish they had again. Of course, maybe they get the last laugh. They got a lot of cash in spinning out AT&T Wireless and now they'll have a wireless offering without actually having to run a network. Either way, it's a bit amusing to see what will more or less amount to a "new entrant" in the space just as everyone was calling for the entire US wireless carrier market to consolidate.

It's a multi-billion-dollar deal that the FCC offered, and Verizon Wireless and Cingular Wireless now no longer oppose it, and one would expect Sprint and Nextel to accept the deal, although Nextel wants to pay substantially less. The new Sprint Nextel is at a rough parity with the subscriber base of Cingular-post-AT&T Wireless acquisition and Verizon Wireless (all on their lonesome). Sprint Nextel will have 35 million subscribers, Cingular 47 million, and Verizon Wireless 42 million. T-Mobile becomes a distant fourth (about 16 million subscribers) with no data upgrade plan in sight. This didn't elude the Wall Street Journal, which filed this report in which T-Mobile notes that worldwide they have about 70 million cell phone users which allows them to compete on scale for handsets and network components....
