While some apps remember who created which tag (e.g., Flickr), as we begin to aggregate tags, we could use a standard way to express this tagging metadata...a Dublin Core not for objects but for tags attached to objects. If this were to happen, it's very likely to come from the apps that benefit from having standardized tag metadata. The most obvious suspects are the search engines. (Hmm.
