Opera Software released a beta version of its Web browser software upgrade today, adding stronger support for RSS (Really Simple Syndication) and technology that allows users to navigate through voice commands and have Web pages read to them. Enough improvements have been made in the beta release that the final version of this download will be turned into a major new release instead of an ordinary incremental upgrade, according to CNET News. "The new Opera version has dramatic improvements under the hood, in addition to some very helpful new features to welcome more and more users to take advantage of browsing the Internet in a fast, safe and customizable way," Opera Chief Executive Officer Jon S. von Tetzchner said in a statement. The new Opera beta version also includes user interface improvements such as bigger browsing space, cleaner menus, and better printing support, the company says. The browser also now works with Google's Gmail, correcting a problem that had led some Opera users to switch to Firefox. Opera licensed IBM's Embedded ViaVoice technology early in the year, which powers the voice support in the new release.

The General Accounting Office has released a report on the CAPPSII airline-profiling system that is so damning, the head of the program resigned before the report shipped.
The Supreme Court decided in Bowsher v. Synar that the GAO is part of the legislative branch, not the executive,1 and therefore Presidents and their legal advisors consistently maintain that the GAO can have no role in executing the laws. That conclusion follows naturally from the earlier Chadha decision, which held that the only way in which the legislative branch may affect the legal rights duties or responsibilities of persons outside the legislative branch is by legislation—passage in both houses (bicameralism) followed by presentment of the act to the President (presentment) for signature or veto (which can then be overridden).2

In light of these very clear precedents, the White House announced at the time GW Bush signed the Department of Homeland Security Appropriations Act of 2004 that it would treat the report as advisory only. This is a reasonable legal position, and probably the one a court would adopt, although one could also argue that the favorable report requirement can't be severed from the appropriation and that therefore the unconstitutionality of the one implies the invalidity of the other.

Laura Campbell, associate librarian for strategic initiatives at the Library of Congress, says of her work spearheading the LC's collaborative National Digital Information Infrastructure and Preservation Program, "It's the best job I ever had." Campbell and her colleagues are finishing up their review of 22 proposals from potential preservation partners and are working with experts to construct a technical architecture for the preservation process. Nearly 5 terabytes of digital works characterized as "at risk" have been collected so far. They include Web pages that document recent events, such as the September 11, 2001 terrorist attacks and the ongoing war in Iraq. Librarians used to worry about preserving access to books and periodicals, says Campbell, but with most Web sites staying up an average of only 44 days, preserving access to them is far more complicated. In addition, the copyright issues surrounding long-term preservation of digital journals, books, and audio and video material have yet to be resolved. "There may be technological solutions that make the management of restricted material much easier," says Campbell. Because so much about digital preservation is yet unknown, Campbell says the library's strategy is to learn by doing and be prepared to make corrections along the way. She credits the many experts she consulted during the planning phase of the program with impressing upon her the need for continuing flexibility: "It helped us realize that we would always be learning and adjusting," says Campbell.
