there. His goal is to make it someone in a room that had no outside
windows, could look and see what was going on outside. A simple
suggestion: simply installing windows seems like a perfectly
reasonable solution in most cases where this situation exists.

03/17/2005 03:43 AM Correlating hypocrisy: In Pennsylvania, incumbents are really
concerned about taxpayers' money being spent without their oversight
or on projects that don't benefit every single last citizen in equal
measure every day of every week. In Alabama, SBC and Alltel (but not
Cox) support Senate Bill 980, which offers a huge gift in the form of
reduced taxes--thus an increased reliance on taxpayer dollars to offer
services--for those that are willing to build broadband in rural and
non-rural counties to the tune of $36.5 million. It would be
interesting for a progressive Texas legislator to ask SBC at a hearing
why they're willing to take government money on the one hand in one
state but decry the use of government money on the other hand in
Texas. The cable operators are part of the opposition, says the
Arkansas Democrat Gazette: "But opponents--notably cable operators
such as Cox Communications and Comcast as well as small, rural
telephone companies--say the bill is too open-ended and unfairly
provides government subsidies for work they’ve already done
without incentives." Exactly the question asked in Pennsylvania. These
tax breaks amount to twisting arms to create a monopoly. SBC used the
ZIP code argument. A spokesman said, "A year or two ago, Mississippi
passed broadband incentives that led to all but 3 percent of its ZIP
codes lacking broadband access — and the national average is 6
percent." This argument has been shown elsewhere to be bankrupt. ZIP
codes circle areas of citizens; larger areas have fewer ZIP codes.
Install the most convenient broadband in that area and you may have
met a legal test or a statistical one. But it's forum non conveniens
for people who don't life in the limited broadband areas in many of
those ZIP codes. As even-handed as I have tried to be about whether
municipal broadband makes sense, it's awfully clear that instead of
trying to encourage a commercial monopoly to do business in a place
they don't want to by offering them negative money (less they spend,
but still reducing government revenue), that this $36.5 million
potential dollars could be used for large seed projects to build
vendor-neutral networks which would allow citizens to subscribe to
local ISPs, Earthlink, MSN, SBC, Cox, etc. I think legislators are
using the only blunt instruments they have available to them here,
even if it doesn't make sense....

“ASSUME nothing” is a good motto in science.
Even the humble pendulum may spring a surprise on you. In 1954 Maurice
Allais, a French economist who would go on to win, in 1988, the Nobel
prize in his subject, decided to observe and record the movements of a
pendulum over a period of 30 days. Coincidentally, one of his
observations took place during a solar eclipse. When the moon passed
in front of the sun, the pendulum unexpectedly started moving a bit
faster than it should have done. Since that first observation, the
“Allais effect”, as it is now called, has confounded physicists.
If the effect is real, it could indicate a hitherto unperceived flaw
in General Relativity—the current explanation of how gravity works.
That would be a bombshell—and an ironic one, since it was
observations taken during a solar eclipse (of the way that light is
bent when it passes close to the sun) which established General
Relativity in the first place. So attempts to duplicate Dr Allais's
observation are important. However, they have had mixed success,
leading sceptics to question whether there was anything to be
explained. Now Chris Duif, a researcher at the Delft University of
Technology, in the Netherlands, has reviewed the evidence. According
to a
paper he
has just posted on arXiv.org, an online publication archive, the
effect is real, unexplained, and could be linked to another anomaly
involving a pair of American spacecraft.

Fujitsu has developed a method for invisibly
embedding information into printed images as small as a centimeter
square. By printing a series of (hopefully) imperceptible yellow dots
into an image, up to 12 digits of numeric information can be hidden,
allowing a company to embed a phone number or encoded URL. Then, by
taking a picture of the image with a cameraphone or PDA, special
software can decode the numbers and call the company's phone number or
look up their webpage. It's just in a proof-of-concept stage at the
moment, but if they can jam a few more bits of data, like say a full
character set instead of numbers, it could be a handy technology.
But if it's invisible, how will anyone know it's there? They'll
have to make a little logo to indicate it somehow, and then it's not
any better than any of the other visual hyperlinking systems out
there.
