frightening lack thereof -- at US government-run nuclear labs Sandia
and Los Alamos. First, an item from my Wired News colleague Noah
Shachtman, on Defensetech blog:
Los Alamos National Laboratory director Pete Nanos shut down the
country's leading nuclear weapons lab on Friday, after a set of
classified computer disks disappeared, and a student was hit in the
eye with a powerful laser beam -- all in the space of a week.
"As of today, Director Nanos has suspended all Operations at the
Laboratory," an internal e-mail obtained by Wired News read. "This is
a very serious step."
"This willful flouting of the rules must stop, and I don't care how
many people I have to fire to make it stop. If you think the rules are
silly, if you think compliance is a joke, please resign now and save
me the trouble," Nanos added in a separate e-mail to Los Alamos
employees.
And separately today, this press release was issued by Sandia National
Laboratories:
Sandia National Laboratories has located a floppy disk that had turned
up missing in a recent inventory. The floppy disk, which had been
marked classified, was found about 1 p.m. today (Friday). Sandia had
reported the disk as missing June 30 in a wall-to-wall inventory.

Robinson said: "We are relieved the disk has been found. But in my
mind, the nature of the near miss of this recent incident is far too
close for comfort. We must find better ways and procedures for
ensuring the protection of such material."

The National Institutes of Health has proposed a
major change to its funding policy -- it would mandate that all
scientists who receive grants from the agency make the results of
their research available to the public for free. The policy change
comes in response to a report by the House Appropriations Committee
expressing concern that U.S. taxpayers are not reaping the benefits of
research that they have paid for. The report urges NIH to devise a
system whereby research results would be "freely and continuously
available no later than six months after publication." The proposal
drew swift criticism from the scientific publishing industry, which
argued that if people stop subscribing to their publications because
they can read about these research results for free, the journals will
be unable to perform the costly process of selecting, peer-reviewing
and editing the results into the reliable products now available.
However, NIH Director Elias A. Zerhouni says he's concluded that
publishers' estimates of how much such a system would harm them or
cost the government were "way out of line" with reality. Although
about 60,000 articles are published each year reporting on NIH-funded
research, they constitute only a third of all biomedical journal
articles. "Do you really think people are not going to subscribe to a
journal because they can read 30% of the articles in it for free?"
asks Richard Roberts, a research director at New England Biolabs, who
strongly supports the shift to open access.

Abstract:
This research creates an
intelligent agent for automated collection development in a digital
library setting. It uses a predictive model based on facets of each
Web page to select scholarly works. The criteria came from the
academic library selection literature, and a Delphi study was used to
refine the list to 41 criteria. A Perl program was designed to analyze
a Web page for each criterion and applied to a large collection of
scholarly and non-scholarly Web pages. Bibliomining, or data mining
for libraries, was then used to create different classification
models. Four techniques were used: logistic regression, non-parametric
discriminant analysis, classification trees, and neural networks.
Accuracy and return were used to judge the effectiveness of each model
on test datasets. In addition, a set of problematic pages that were
difficult to classify because of their similarity to scholarly
research was gathered and classified using the models. The resulting
models could be used in the selection process to automatically create
a digital library of Web-based scholarly research works. In addition,
the technique can be extended to create a digital library of any type
of structured electronic information. This has been added to
