Microsoft's problems convincing customers that Software Assurance maintenance program is a good deal continue, according to a number of recently-surveyed Microsoft customers. Microsoft has been aggressively pushing Software Assurance, a contractual upgrade rights program that allows businesses free upgrades -- and other benefits -- in exchange for annual fees over a two- or three-year timeline. But there appears to be some disconnect between how Microsoft wants to sell its software and how businesses want to buy, an analyst said on Monday.

Although web server market share has been relatively stable in recent months, the web is again growing very rapidly both in absolute terms and in terms of active sites hosting distinct content. As measured by hostnames, the Internet has grown 26.1 percent over the past 12 months, adding 10.7 million since the June 2003 survey. That's the strongest period of sustained growth since the boom era of Feb. 2000-2001, during which the Web added 16.9 million hostnames. Thus far in 2004, the net gain has averaged nearly 1 million per month.

Mapping Software Jolts City Governments: Neat article on the use of mapping software and GIS in city governments.

Specialized mapping software helped New York plot the addresses of people who had called to complain about having lost their heat during a recent cold snap. That helped determine precisely where the city should set up "heating centers" for New Yorkers to huddle in.

I visited the GIS department of little 'ol Sioux Falls, South Dakota last week, and I was very impressed at what even our little town (120,000 people) has for mapping.

I sat in the zoning department and brought up a aerial image of the city, zoomed in on a half-mile square area, and could turn off on and on layers like the satellite image, zoning, water and sewer lines, building outlines, plat lines, etc. It was eerily like a real-world version of SimCity.

They sold the whole bundle of images and layers for about $6,000 for the entire city. It amounted to hundreds of gigabytes of data, for a just nine-square mile metro area.

Electronic government refers to public sector use of the Internet and other digital devices to deliver services and information. Although personal computers have been around for several decades, recent advances in networking, video imaging, and graphics interfacing have allowed governments to develop websites that contain a variety of online materials. As discussed in my forthcoming book, Digital Government: Technology and Public Sector Performance (Princeton University Press, 2005), electronic government is supplanting traditional means of access based on personal visits, phone calls, and mail delivery. Governments around the world have created websites that facilitate tourism, citizen complaints, and business investment. Tourists can book hotels through the government websites of many Caribbean and Pacific island countries. In Australia, citizens can register government complaints through agency websites. Nations such as Bulgaria, the Netherlands, and the Czech Republic are attracting overseas investors through their websites.

In this report, I present the fourth annual update on global e-government. I study what is online globally and how electronic government has changed over the past four years. Using a detailed analysis of 1,935 government websites in 198 different nations undertaken during Summer, 2004, I chart the variations that exist across regions and countries, and discuss the pace at which e-government is unfolding around the world. In looking at electronic government from 2001 to 2004, I find that progress is being made, albeit at an incremental pace. Governments are showing steady progress on several important dimensions, but not major leaps forward. On several key indicators, e-government performance is edging up. However, movement forward has not been more extensive in some areas because budget, bureaucratic, and institutional forces have limited the extent to which the public sector has incorporated technology into their mission.
