We all hate those stinkin' Mail-in Rebates! I'd love to see figures on just how many are actually paid to the customer and how many customers get so mad or frustrated that they just chuck the whole rebate form and forget to send it in. Then there's all of us that send in the rebates and get told by a form letter weeks later that our rebate was not properly completed and we will not receive it. Well finally the FTC stepped in and made CompUSA live up to it's rebate promises. According to ARS ..

According to the FTC, between September 2001 and June 2002, CompUSA had promised consumers they would receive rebates totaling anywhere from $3 to $100 within six to eight weeks for both its own products and those from Q.P.S. Instead, the consumers who actually received the rebates were forced to wait up to six months for a check. The problem was compounded when Q.P.S. filed for bankruptcy. A consent order with CompUSA will place limits on the company's rebate program and will limit its advertising on rebates from other companies. CompUSA will be required to fully fund all rebate programs advertised and mail checks within the advertised timeframe. In addition, the retailer is on the hook for the rebates promised by now-bankrupt QPS in the case of consumers who filled out and sent in a valid rebate form. In addition, CompUSA will be required to send rebates to any eligible consumer who contacts them or the FTC within 75 days after the order is served on the company.

The rebat e scam used by consumer electronics firms is fairly well known. Basically, the retailers advertise a very low price, but the only way to get it is to pay a much higher price and send away for a rebate (which many people forget to do). However, most of these retailers contract out the rebate programs to firms who have the incentive to figure out ways to deny or delay your rebate. This includes common tactics like denying the rebate for some random reason or waiting until you called to send out the rebate (and then telling you "it just went out yesterday..."). While it's always done by third party firms, it looks like the retailers are finally getting in trouble for the practice. Last year, the state of Ohio crack ed down on Best Buy for rebate failures, and now the FTC and CompUSA have settled charges concerning false rebate info, including delaying payments (promised in six to eight weeks) for many months.

Among the many responses to my post on piracy was one which suggested I price my software by country. The general idea is that it's unfair that someone in the United States is charged the same price as someone in, say, Russia, where economic conditions are much harsher.

I have to say that I agree with this sentiment. Russia isn't such a warez capital because it's a dishonest country - it's a country with many skilled people thrown into chaotic times. In order for some of them to maintain these skills, they may need to stay up-to-date with the latest software. But in order to be ethical, they need to shell out a week's pay to register one measly program.

I've actually talked with other shareware authors about this in the past, and a number of them shared my belief that charging a lower price in certain countries would be a better way to do business. Several of us discussed ways to handle this, but in the end it was decided that it would be so hard to manage that it wouldn't be feasible. Verifying the country of origin and weeding out fraud would simply require too much time. There are ways to automate this, of course, but most of us need to rely on third-party ordering services so we don't have much control over the purchasing process - so it would be up to us to handle the extra work.

Most shareware companies are one-person outfits such as my own, and we all find it difficult to balance the many demands of running our businesses. We tend to shy away from anything that's time-consuming simply because we often have no time left at the end of the day. In my case, I'm not going to implement something if it means I have less time to spend with my kids.

One possible solution is to skip charging by country and instead ask each customer to pay what s/he believes the software is worth. A minimum price would be required to make sure the order processing fees are covered, but the final price would be determined by the customer. This sidesteps the need for any verification, and could potentially even increase earnings since I'd get orders from those who previously couldn't afford our software.

On the surface I really like this idea, but the more you think about it the more it seems just as problematic. First there's the fear factor: I rely on software sales to feed my family, so I'm scared to try such a thing. But even if I ignore this (not to mention the issues involving third-party ordering services), there are still a boatload of issues involving corporate sales, etc., that would eat away at my time.

I'd like to hear other thoughts on this so I've enabled comments for this post. However, I'm going to disable them once the comment spammers hit, so if you have your own blog you'd be better off posting there and sending a trackback ping.

BTW, I should add that my posting about this does NOT mean that I'm about to implement such a system, since the ordering services for both TopStyle and FeedDemon are already in place. I'm simply thinking out loud about how such a system might work in case I want to try it with future software.

A friend was complaining about Ronald Reagan yesterday, not completely mollified by his death.  What had Reagan done to bother her, I asked?  She was upset by Reagan's appointments to the Supreme Court, by his inaction on AIDS, and a variety of other domestic issues.  How could she hate Reagan more than Bush? "Bush is out there messing up foreign countries instead of our own."

Despite not having voted for either man, I discovered a strong personal preference for Reagan over Bush II.  Reagan was an American working on American problems.  Maybe he didn't do as good a job as we would have liked, but at least he was trying.  Bush, on the other hand, projects an image of spending all of his time and energy thinking about Iraq and Iraqis.  The only explanation that makes sense is that Bush is actually an Iraqi.  Who other than an Iraqi would be so interested in Iraq?  When W. is not talking about Iraq he is often talking about Jesus so probably he is an Assyrian Christian, one of the groups that lived in Iraq before the Arab invasion (background< /A>).

Perhaps Kerry and Edwards have a chance after all because they are running against a foreigner.

[Note:  there is some chance that Bush is Kuwaiti or Saudi rather than Iraqi.  The owners of Kuwait and Saudi Arabia were badly inconvenienced by Saddam.  There was a New York Times article right after the 1991 Gulf War where they talked about how the Emir of Kuwait would marry a 13- or 14-year-old girl every Friday night and then divorce her on Saturday and that this was the kind of lifestyle that American troops were supporting by giving Kuwait back to the Emir--you could understand why the Emir, even with $billions in foreign bank accounts, was so anxious to have his country back.  Still, there were never too many Christians in Kuwait or Saudi Arabia so evidence points back to W. being an Iraqi]
